An examination of the 2022 Budget Policy Statement (BPS) for the education sector reveals no provision for a pay increase for teachers.

According to the report, which was presented to the National Assembly’s Committee on Education and Research by the Parliamentary Budget Office, the Teachers Service Commission (TSC) intends to use its increased allocation of Sh15 billion to employ 13,000 secondary school teachers and 9,000 interns to deal with exits and the expected increase in enrolment when the junior secondary is implemented in January 2023.

 

This is bad news for teachers who were hoping for a new collective bargaining agreement (CBA) from their employer. When TSC CEO Nancy Macharia appeared before a parliamentary committee last week to discuss their budget proposals, the issue of renegotiating the CBA was not raised.

 

 

 

 

She informed MPs that allocations for other critical areas such as teacher promotion through competitive selection, the roll-out of a national biometric enrolment and validation system, and gratuity payments to 3,358 contract tutors in northern Kenya had not been factored in.

“The commission would appreciate [Parliament’s help] for these areas to receive some allocation,” she said.

 

This comes at a time when the Kenya National Union of Teachers (KNUT) and the Kenya Union of Post Primary Education Teachers (KUPPET) have engaged their employer in life-or-death negotiations to avoid a strike that could disrupt national exams next month.

 

Teachers Updates understands that Kuppet’s National Executive Committee (NEC) met in Nairobi yesterday. Knut also intends to renegotiate its CBA in order to include monetary benefits. They are requesting a pay increase of between 15% and 20%.

 

Kuppet on its part is demanding that the lowest-paid teacher’s basic monthly salary be increased from Sh34,955 to Sh59,425 and the highest-paid teacher’s salary increase from Sh118,242 to Sh153,715.

 

It also wants to raise the commuter allowance for lower cadre teachers from Sh5,000 to Sh8,500, and for higher paid tutors from Sh16,000 to Sh20,000.

TSC News Today; The Teachers Service Commission, TSC has released new promotion guidelines 2022-2023 for teachers wishing to be deployed to teach in junior secondary schools starting January 2023 when the first cohort of the new Competence-Based Curriculum CBC will join form One.

Reports reaching us today from the Ministry of Education indicate that the current grade 5 learners will join secondary schools after completing grade 6 syllabus as per the new Competence-Based Curriculum.

Currently, these learners are undertaking Competence-Based Assessment tests, CBA tests that will form the basis of their selection and placement to Junior Secondary Schools come January 2023.

According to the Kenya National Examinations Council Knec report on the status of the new Competence-Based Curriculum implementation in Kenya 2021, all CBC learners will be subjected to rigorous internal assessments in schools to determine their areas of strengths and weaknesses. These CBA tests will form part of the final assessment report that will be used to capture learners’ scores instead of the Kenya Certificate of Primary Education, KCPE certificate currently being used in Kenya.

Knec CBA tests will form 60 per cent of the learners’ final score but Knec will administer an independent final assessment to ascertain and serve as a control test before printing an assessment report for every CBC candidate at grade six level come December 2022 in preparation for the roll out of CBC in junior Secondary Schools in January 2023.

Teacher Qualifications (Selection Criteria) for Deployment to Junior Secondary Schools 2022-2023

Any teacher yearning for TSC Deployment to Junior Secondary Schools  must possess  a Degree and Diploma in Special Needs Education, Degree and Diploma in Early Childhood Development Education Diploma in Education (Primary option), Diploma in Education (Secondary option) and Bachelors Degree in Education (Secondary option) if lacking C+ at KCSE or C+ in teaching subjects.

The Commission has at the same time  planned to train 60,000 high school teachers in March and April 2022 in preparation for the rollout of the new Competence-Based Curriculum at the Junior secondary level.

The Kenya Institute of Curriculum Development in response to this has already developed syllabus designs from Grade One to Ten.

A report by CBC task force says the total number of 1,250,649 Grade Six and 1,320,395 Standard Eight learners are expected to join secondary school and Form one in January 2023 concurrently.

TSC Salaries for CBC Junior Secondary School Teachers 

The deployed teachers to Junior Secondary School will receive deployment letters with details such as monthly salary, name of work station, reporting dates and the junior secondary school posted to. Junior Secondary School teachers will start at job grade C2 with a basic salary scale of Sh. 34,955 per month before being automatically upgraded to job grade C3 after three years as stipulated in Career Progression Guidelines for teachers, enshrined in the new Collective bargaining agreement, CBA 2021-2025.

Teachers should therefore expect salary changes next month. In the CBA, primary school teachers currently serving under the newly introduced Career Progression Guidelines, CPGs as opposed to the old schemes of work are the most favoured compared to the other group of teachers.

New TSC Salaries for P1 Teachers 2021-2022

According to the Teachers Service Commission CEO, the least paid primary school teacher will henceforth earn a salary perk slightly higher than sh. 27000.

The change and consequential rise in TSC teachers’ salaries cuts across all Cadres of teachers. Confirmed details indicate that teachers in primary section have been awarded the highest pay rise/ salary increment of sh. 6000. The exact amount that will be deposited into these P1 teachers’ accounts however is less by KSh 120, an amount which will be set aside to cater for the Pay As You Earn, PAYE tax.

The commission says that it favoured primary school teachers because they are the worst hit group who receive the least salary.

TSC 2024-2025 Teachers’ Salary Rise: Teachers set to receive pay rise as government releases Sh 13b in the latest salary deal

While beseeching teachers to avert demos and resume duty on Monday, Teachers’ Service Commission (TSC) CEO Nancy Macharia affirmed that
the state has released Sh 13 billion to fully implement the second phase of teachers’ pay deal for the 2924-2025 fiscal year.

A complete breakdown of the salary rise by newspro.co.ke showd that teachers will get an increment of up to Sh2, 570 for the least paid, to Sh393 for the highest earners.

New TSC Salary Scales 2024-2025

This means that the new salaries of the lowest paid teachers will range between a minimum of Sh 23, 830 to a maximum of Sh 29, 787.

The new salary scales for highest paid teacher will range from a minimum of Sh131,389 and a maximum of Sh162,539.

In addition, teachers will also benefit from four allowances: commuter, house, leave and hardship.

The allowances will range from Sh3,850 to a maximum of Sh50,000. Specifically, commuter allowance will range between Sh4,000 to Sh16,000.

Those who will get housing allowance will be paid Sh3,850 and Sh50,000. While leave allowance has been put between Sh4,000 and Sh10,000.

Teachers who will get hardship allowances will be paid between Sh6,600 and Sh38,100.

Teachers Service Commission (TSC) chief executive Dr Nancy Macharia said the salary adjustments will be reflected in teachers’ August payslips, with arrears backdated to July 1, 2024 when implementation was set to begin.

This means that teachers will get more money at the end of this month when the backdated amounts are released.

The boom comes after the teachers received a similar increment last year in the first phase of 2021-2025 Collective Bargaining Agreement (CBA).

On Wednesday, Teachers Service Commission (TSC) said it had received the billions to implement the pay increment fully.

“After today’s discussions, the Commission is pleased to announce that the Government has provided funds for the implementation of the 2nd phase of the CBA with effect from July 1, 2024,” Dr Macharia said after meeting unions.

This means that over 370,000 teachers across the country will receive a salary increase as the second phase of the CBA, from August.

The Teachers Service Commission (TSC) has failed to factor in an allocation for teachers’ pay rise according to a report it released to the Committee on Education and Research of the National Assembly.

 

Treasury Cabinet Secretary Ukur Yatani had allocated an additional Sh14.9 billion to the TSC, whose budget has risen to Sh296.6 billion from Sh281.7 billion in the new financial year.

 

TSC will receive an extra Sh15 billion for the 2022 – 2023 financial year, with sources saying the additional money is for a pay rise and hiring of new teachers.

 

However teachers maybe in for a rude shock as the report, which was presented to the Committee on Education and Research of the National Assembly by the Parliamentary Budget Office, shows TSC has planned to use its increased allocation of Sh15 billion exclusively to employ 13,000 secondary school teachers and 9,000 interns to cope with exits and the expected increase in enrolment when junior secondary is rolled out in January 2023.

 

 

 

This is bad news for teachers who have been hoping that their employer might offer them a new Collective Bargaining Agreement (CBA).

 

The issue of renegotiating the CBA was not discussed when TSC boss Nancy Macharia appeared before the parliamentary committee early Fabruary to discuss their budget proposals.

 

She told MPs allocations for other critical areas like promotion of teachers on competitive selection, roll-out of a national biometric enrolment and validation of teachers and gratuity to 3,358 contract tutors in northern Kenya had not been factored in.

 

 

“The commission would appreciate Parliament’s help for these areas to receive some allocation,” she said.

 

This move has prompted the Kenya Union of Post-Primary Education Teachers (Kuppet) to issue a strike threat.

 

The union officials argue that the economy has now improved and calls for the non-monetary CBA to be reviewed.

 

In a January 17 letter to TSC, Kuppet demanded a pay rise of at least 30 per cent and threatened to call a strike if the commission did not respond within 21 days.

 

 

 

The Commission responded on January 20 following the strike threat by Kuppet.

 

“The commission is interrogating the issues raised therein, we will respond thereafter,” Mr Cavin Anyuor, the legal, labour and industrial relations director at TSC, said in the letter to Kuppet Secretary-General Akelo Misori.

 

Kuppet strike threat could disrupt the planned national examinations which are set to start next month.

 

The Kenya Certificate of Primary Education is scheduled to begin on March 7 and end on March 9 while the Kenya Certificate of Secondary Education will run from March 14 until April 1. Apart from supervision of the examinations, teachers are also involved in marking.

 

 

In its proposal, Kuppet wants the basic monthly salary of the lowest paid teacher to be raised from Sh34,955 to Sh59,425 and that of the highest paid increased from Sh118,242 to Sh153,715. It also wants an increase in the commuter allowance from Sh5,000 to Sh8,500 for the lower cadre teachers and Sh16,000 to Sh20,000 for the highest paid tutors.

 

If their demands go through, Kuppet members who qualify for hardship allowance will see it increased from Sh10,900 to Sh16,350 for the lowest paid teacher and Sh38,100 to Sh57,150 for the top earners.

 

Kuppet has also proposed a new risk allowance for science teachers that it wants to range between Sh5,465 and Sh30,587.

 

The Kenya National Union of Teachers (Knut) also seeks to renegotiate its CBA to introduce monetary benefits. They are pushing for a pay rise of between 15 and 20 per cent.

 

“There’s a lot of progress being made. We are doing well. Once we are there, we shall invite you and let you know,” said Knut secretary-general, Mr Collins Oyuu. “We are talking. Some of these things are political.”

According to TSC Chief Executive Officer Dr Nancy Macharia this category of teachers play a pivotal role in all public schools and therefore deserves to be payed well.

 

 

 

In primary schools senior teachers fall in Job grade C5 and they are set earn Ksh 64,631 in the proposed salary increment, an increment Ksh 17000. At the moment they earn Ksh 47,896 shillings per month.

 

Senior teachers in secondary schools will earn Ksh 157,656 in the proposed salary increment. Their current salary stands at Ksh 115,163.

 

Dr Macharia further said that the commission will also review salary of all other teachers upwards.

 

She further says that the salary increment for teachers has already been captured in the 2021-2025 Collective Bargaining Agreement.
