the state has released Sh 13 billion to fully implement the second phase of teachers&#8217; pay deal for the 2924-2025 fiscal year.</p>
<p>A complete breakdown of the salary rise by newspro.co.ke showd that teachers will get an increment of up to Sh2, 570 for the least paid, to Sh393 for the highest earners.</p>
<h3><span style="color: #ff00ff;"><strong>New TSC Salary Scales 2024-2025</strong></span></h3>
<p>This means that the new salaries of the lowest paid teachers will range between a minimum of Sh 23, 830 to a maximum of Sh 29, 787.</p>
<p> ;</p>
<p>The new salary scales for highest paid teacher will range from a minimum of Sh131,389 and a maximum of Sh162,539.</p>
<p>In addition, teachers will also benefit from four allowances: commuter, house, leave and hardship.</p>
<p>The allowances will range from Sh3,850 to a maximum of Sh50,000. Specifically, commuter allowance will range between Sh4,000 to Sh16,000.</p>
<p>Those who will get housing allowance will be paid Sh3,850 and Sh50,000. While leave allowance has been put between Sh4,000 and Sh10,000.</p>
<p>Teachers who will get hardship allowances will be paid between Sh6,600 and Sh38,100.</p>
<p>Teachers Service Commission (TSC) chief executive Dr Nancy Macharia said the salary adjustments will be reflected in teachers&#8217; August payslips, with arrears backdated to July 1, 2024 when implementation was set to begin.</p>
<p>This means that teachers will get more money at the end of this month when the backdated amounts are released.</p>
<p>The boom comes after the teachers received a similar increment last year in the first phase of 2021-2025 Collective Bargaining Agreement (CBA).</p>
<p>On Wednesday, Teachers Service Commission (TSC) said it had received the billions to implement the pay increment fully.</p>
<p>“After today&#8217;s discussions, the Commission is pleased to announce that the Government has provided funds for the implementation of the 2nd phase of the CBA with effect from July 1, 2024,” Dr Macharia said after meeting unions.</p>
<p>This means that over 370,000 teachers across the country will receive a salary increase as the second phase of the CBA, from August.</p>

<p>The ongoing TSC interviews are pegged on Career Progression Guidelines that were enshrined in the previous Collective Bargaining Agreement CBA.</p>
<p>Since 2016, the Commission has been promoting 1000 teachers with higher qualifications annually.</p>
<p>However the Commission has been overlooking a huge chunk of teachers that are stuck in grade C3 for years on end. For a teacher to be promoted to the next cadre, he or she must:</p>
<p>i.have served as Secondary or primary School Teacher in the current grade for a minimum period of three (3) years;</p>

<p>ii. have satisfactory rating in the performance appraisal process;</p>
<p>iii. Not be on interdiction</p>
<p>iv. Meet the requirements of chapter six of the Constitution of Kenya-2010 that touch on integrity.</p>

<p>The CS will answer the issues in front of the departmental committee on education and research in two weeks.</p>
<p>He is also expected to give specific timelines on when the payments will be released to the teachers.</p>
<p>The legislators claim that the government allowing this issue to occur every single year means it does not prioritize teachers like other personnel who get their payment on time.</p>
<p>Teachers, just like the rest of Kenyans are feeling the heat of the tough economic times. Delaying their payment means subjecting them to further economic turmoil.</p>

<p>The Teachers Service Commission (TSC) has failed to factor in an allocation for teachers’ pay rise according to a report it released to the Committee on Education and Research of the National Assembly.</p>

<p>Treasury Cabinet Secretary Ukur Yatani had allocated an additional Sh14.9 billion to the TSC, whose budget has risen to Sh296.6 billion from Sh281.7 billion in the new financial year.</p>

<p>TSC will receive an extra Sh15 billion for the 2022 – 2023 financial year, with sources saying the additional money is for a pay rise and hiring of new teachers.</p>

<p>However teachers maybe in for a rude shock as the report, which was presented to the Committee on Education and Research of the National Assembly by the Parliamentary Budget Office, shows TSC has planned to use its increased allocation of Sh15 billion exclusively to employ 13,000 secondary school teachers and 9,000 interns to cope with exits and the expected increase in enrolment when junior secondary is rolled out in January 2023.</p>

<p>In its proposal, Kuppet wants the basic monthly salary of the lowest paid teacher to be raised from Sh34,955 to Sh59,425 and that of the highest paid increased from Sh118,242 to Sh153,715. It also wants an increase in the commuter allowance from Sh5,000 to Sh8,500 for the lower cadre teachers and Sh16,000 to Sh20,000 for the highest paid tutors.</p>

<p>Members of the august house earlier asked the Teachers Service Commission (TSC) to organise a legal documents that will facilitate the government to pay annual refresher training fees for tutors.</p>

<p>Omboko Milemba, who is also Kenya Union of Post Primary Education Teachers (Kuppet) chairman said the money ought to be paid by the State through TSC.</p>

<p>“TSC should now go back to prepare a legal document that led to the TPD programme, explain how the training fees was arrived at and also make a requisition for that money,” said Milemba.</p>

<p>National Assembly Education Committee members put TSC Chief Executive Nancy Macharia to task for not including the money as a budgetary requirement.</p>

<p>Macharia was also asked to explain how the training fees was arrived at, as MPs argued that even school fees and university fees are highly regulated.</p>
<p> ;</p>
<p>“We want to know why TSC has not factored in this money in its budget statement so that it can be an independent budget line funded by the government,” said Florence Mutua, chairperson of the committee.</p>
<p> ;</p>
<p>MPs asked Macharia to prepare and submit a legal framework that would enable government foot the training bills. She had appeared before MPs to defend TSC budget requirements.</p>

<p>MPs argued that all levies are determined by Parliament and sought to know the formula used by TSC to cap the training fees. Macharia said the TPD is anchored in law under Section 35(2) (a) of the TSC Act.</p>

<p>Each of the 340,000 teachers are required to undertake mandatory professional courses that will inform their promotion and professional growth.</p>
<p> ;</p>
<p>The refresher courses dubbed Teacher Professional Development (TPD) have been organised into chapters that will be taken every year at a cost of Sh6,000.</p>
<p> ;</p>
<p>This means that in an entire teaching career, each teacher will be required to take five modules within 30 years, translating to fees of about Sh180,000.</p>

<p>During the meeting led by TSC vice chairperson Leila Ali at the county commissioner’s office in Mwatate, the employer agreed to fast-track the process of allocating the allowance.</p>

<p>“The process is now at an advanced stage and we are hoping that it shall soon be finalised,” she said during the Tuesday meeting.</p>

<p>The meeting was attended by officials from the Kenya National Union of Teachers, Kenya Union of Post-Primary Education Teachers, Kenya Primary Schools Head Teachers Association among other stakeholders.</p>

<p>The commission promised to look into the challenges of the shortage of teachers in the area and the promotion of deserving tutors.</p>

<p>“We, therefore, call upon all stakeholders to collaborate in making learning a success,” Ali said.</p>

<p>More than 1,000 teachers working in the county had in 2019 petitioned the National Assembly demanding the employment body be compelled to pay them hardship allowances.</p>
<p> ;</p>
<p>Through the Kuppet county executive secretary, Shedrack Mutungi, the union said they had been neglected and sidelined despite the area being among the places where teachers are entitled to the allowance.</p>
<p> ;</p>
<p>The teachers have been pushing to have the whole county classified as a hardship area since 2011.</p>
<p> ;</p>
<p>Only teachers in Voi subcounty and some of Mwatate subcounty get hardship allowance at a rate of thirty per cent of their basic salary.</p>
<p> ;</p>
<p> ;</p>
<p>Other parts of the county have not been designated as hardship areas despite their deplorable road networks, harsh climatic conditions, water scarcity and human-wildlife conflicts among other prevalent problems.</p>

<p>“An interagency committee was formed to go round the country. We are now waiting for a gazette. We have requested TSC to ensure the process to be completed soon,” Mutungi told the Star in an interview on Thursday.</p>

<p>Mutungi promised to follow up on the issue until a lasting solution is achieved.</p>
<p> ;</p>
<p>He said the disparity in allowances among teachers had negatively affected education in the region.</p>

<p>The stakeholders pushed for a quarter of residents to be considered when it comes to promotions, for the local teachers to get an opportunity.</p>

<p>“Through the new collective bargaining agreement, the residents will be considered during promotions,” he said.</p>

<p>Taita Taveta Senator Jones Mwaruma said the engagement forum was key in ironing out issues affecting education in the region.</p>

<p>“The county has continuously suffered partiality in terms of hardship allowances, delocalisation considerations, TSC modalities on absorption and promotions of residents among other issues,” Mwaruma said.</p>

<p>According to the report, which was presented to the National Assembly’s Committee on Education and Research by the Parliamentary Budget Office, the Teachers Service Commission (TSC) intends to use its increased allocation of Sh15 billion to employ 13,000 secondary school teachers and 9,000 interns to deal with exits and the expected increase in enrolment when the junior secondary is implemented in January 2023.</p>

<p>This is bad news for teachers who were hoping for a new collective bargaining agreement (CBA) from their employer. When TSC CEO Nancy Macharia appeared before a parliamentary committee last week to discuss their budget proposals, the issue of renegotiating the CBA was not raised.</p>

<p>Teachers who will be successfully recruited in the ongoing TSC Replacement recruitment exercise will report to their new work stations at the commencement of the new academic year 2022 term one which will officially kick off on April 26, 2022.</p>
<p>The teachers will however be obliged to wait for the TSC to confirm and carefully scrutinize their credentials in a rigorous process dubbed TSC verification of documents to ensure that everything falls into place.</p>
<p>Upon verification of documents, the TSC Recruitment panel will forward them to the TSC headquarters so that the Commission&#8217;s human resource management department can prepare and dispatch TSC posting letters which will be used as a passport to their new stations.</p>

<p><strong>BASIC REQUIREMENTS FOR APPOINTMENT TO TSC Primary Teacher II T-Scale 5 (Grade B5)</strong></p>
<p><strong>To qualify for appointment to this grade, a teacher must:</strong></p>
<p>have a Kenya Certificate of Secondary Education (KCSE) minimum mean Grade C (Plain) or other recognized equivalent qualifications;<br />
have a Primary Teacher Certificate (PTE) or its approved equivalent; have been registered as a teacher and in possession of a valid Teaching Certificate;<br />
meet the requirements of Chapter Six (6) of the Constitution; and<br />
any other requirement the Commission may deem necessary.</p>
<p><strong>DUTIES AND RESPONSIBILITIES for</strong> <strong>TSC Primary Teacher II T-Scale 5 (Grade B5)</strong></p>
<p>Since this is the entry grade for primary school teachers, the duties and responsibilities are not complex.</p>
<p>Unfortunately, some of their roles and responsibilities were not captured in the previous 2016-2021 CBA hence there is a huge disparity between them and school administrators in their remuneration and salaries.</p>
<p>The duties of a teacher at this level shall be to:-</p>
<p>prepare lesson plans, lesson notes, timetables, schemes of work and maintain academic standards in the school to ensure that the syllabus is covered in time for evaluation;<br />
teach the subjects of specialization and impart knowledge, skills and attitudes to the learner;<br />
evaluate learners in subjects of specialization and prepare them for national and other examinations;<br />
introduce new ideas and programmes to ensure improvement in teaching and<br />
learning in the subjects of specialisation;<br />
ensure consistency and improvement in curriculum delivery through teamwork and collaborative planning;<br />
serve as a role model and maintain learner discipline to create a conducive environment for learning;<br />
provide guidance and counselling services to learners to instil norms and values for harmonious co-existence;<br />
ensure safety and health of learners;<br />
ensure cleanliness of the school compound and tidiness of learners; xi. participate in workshops/seminars/symposiums to share ideas, and enhance knowledge in the subject areas;<br />
engage learners in curricular and co-curricular activities so as to identify, nurture and develop talents;<br />
organize remedial actions to support learners with performance gaps; and xiv. any other duty as may be assigned.</p>

<p><strong>Teachers Service Commission TSC is set to train over 60,000 secondary school teachers to prepare them for Junior Secondary School.</strong></p>
<p><strong>Classes are slated to take place in March and April 2022.</strong></p>
<p><strong>The Commission has so far trained 120,000 primary school teachers to handle grade six learners next term.</strong></p>
<p><strong>The four-day-training which was organized by both TSC and the Kenya National Examinations Council (Knec) took place in December.</strong></p>
<p><strong>In 2023 the Competency Based Curriculum (CBC) will spill over to junior secondary. Junior secondary school will comprise of Grades 7, 8 and 9.</strong></p>
<p><strong>Pioneer learners under the new 2-6-3-3-3 CBC system will transition to junior secondary school after sitting the Grade Six national examinations.</strong></p>
<p><strong>The Kenya Institute of Curriculum Development (KICD) said curriculum designs from Grade One to Ten are ready.</strong></p>
<p><strong>Already the construction of the classes to accommodate the Grade 7, 8 and 9 is ongoing. Interior’s CS Fred Matiang’i said Chiefs will supervise the construction of 11,600 new classrooms in schools countrywide.</strong></p>
<p><strong>During the Mashujaa day celebrations in Kirinyaga, President Uhuru made the announcement that the government will set aside sh. 8 billion for constructing 10,000 junior secondary classes.</strong></p>
<p><strong>According to Education Cabinet Secretary George Magoha and Interior’s Fred Matiang’i, the classes to be constructed in the first phase will accommodate learners transiting from primary to junior secondary schools.</strong></p>
<p><strong>Dr Matiang’i said the classrooms will be ready to accommodate learners by 2023.</strong></p>
<p><strong>The government also allowed private schools to set up more classes to ease the transition of learners to junior secondary school.</strong></p>
<p><strong>Education CS George Magoha said the government does not have enough land, especially in the cities, to set up all the requisite facilities ahead of the transition.</strong></p>
<p><strong>He asked private schools to start establishing additional structures to aid in the transition.</strong></p>
<p><strong>“Nairobi, Mombasa and Kisumu do not have enough secondary schools. We encourage private schools with the capacity to set up more facilities,” he said.</strong></p>
<p><strong>The CS said the initial directive was that junior secondary schools are domiciled in secondary school compounds but lack of land appears to be preventing the transition efforts.</strong></p>
<p><strong>Over 8,000 school headteachers, resolved to push to have grades 7, 8, and 9 domiciled in primary schools, saying they had the capacity to oversee junior secondary.</strong></p>
<p><strong>The headteachers spoke during their Kepsha conference in Mombasa in December.</strong></p>
<p><strong>They said this would enable parents to participate in raising their children to tame cases of arson in secondary schools and improve education standards.</strong></p>
<p><strong>Last week, TSC dashed hope for thousands of primary school teachers who graduated with degree secondary option but with a C (plain) in KCSE.</strong></p>
<p><strong>The Commission said only teachers who scored a mean grade of C+ in the Kenya Certificate for Secondary Examination (KCSE) would be promoted to teach in secondary schools, even if they were degree holders.</strong></p>
<p><strong>This means it would not be possible for graduate P1 teachers with C (plain) in KCSE to be deployed to teach in junior secondary.</strong></p>
<p><strong>Addressing headteachers in Mombasa, TSC Deputy Director of Staffing Antonia Lentoijoni said although the qualification requirements were not popular with teachers, they would improve standards.</strong></p>
<p><strong>She said the bar was raised by the Commission to improve the quality of education, following new challenges emerging in society.</strong></p>
<p><strong>“The Teachers Service Commission has raised the entry point of teaching in the country to have the right kind of people to offer quality education to our children,” said Lentoijoni.</strong></p>
<p><strong>The decision now locks out teachers who scored C- or C and have degrees from going to teach in secondary school, despite a suggestion by Kenya National Union of Teachers (Knut) Secretary-General Collins Oyuu that teachers in primary school be allowed to teach Grade 7 and 8 in junior secondary school because several of them have masters degrees.</strong></p>
<p><strong>But the TSC insisted any teacher who wants to teach in secondary school must now have C+ and above, leaving those who got their degrees using diploma certificates in a dilemma.</strong></p>
<p><strong>Lentoijoni said teachers with the qualification that TSC had approved were the right kind of people who will ensure quality education to the children.</strong></p>
<p><strong>“These are the people with the ability to offer quality education for our children,” she said.</strong></p>
<p><strong>Recently Knec also issued a condition blocking parents from transferring learners once in Grade six.</strong></p>
<p><strong>According to Knec learners under the Competency-Based Curriculum will not be allowed to transfer schools upon reaching Grade 6.</strong></p>
<p><strong>A document by the Kenya National Examination Council (Knec) spells that under the CBC school transfers will only be admissible to learners in between Grade 1 and 5.</strong></p>
<p><strong>Upon reaching Grade 4 and 5, learners will be required to go to the sub-county director of education should they seek a transfer.</strong></p>
<p><strong>Learners will also need a special assessment number issued by KNEC when they finish Grade 3.</strong></p>
<p><strong>This number will be used to facilitate the assessment of the learners that begins in Grade 4.</strong></p>
<p><strong>The assessment number will be consistent throughout their education and will be used by KNEC in recording the learners’ assessment progress.</strong></p>
<p><strong>This means that should a learner opts to transfer from one school to the other, they will have to retain the assessment number.</strong></p>
<p><strong>Those seeking transfers under CBC at that level—Grade 4 and 5—assessment number will be used to facilitate the transfer process.</strong></p>
<p><strong>The school where the learner was, will receive the transfer request online and click Accept/decline button.</strong></p>
<p><strong>A learner will be transferred to the new school upon acceptance by the headteacher.</strong></p>
<p><strong>“Learners not in the KNEC system at Grade 4 and 5 can be registered by both the sub-county director of education and the headteacher,” the document reads.</strong></p>
<p><strong>Under CBC assessment will be in Grade 4, 5 and 6.</strong></p>
<p><strong>Under the new curriculum, transition from Grade 6 to junior high school will be based on a hybrid model involving a combination of CATs (Classroom Assessment Techniques) and KNEC tests.</strong></p>
<p><strong>Learners in the Competency-Based Curriculum will sit a final examination at the end of primary school, just like KCPE, but the test will not entirely decide their secondary school.</strong></p>
<p><strong>Learners will be required to take CATs at the end of Grades 4, 5 and 6 that will be part of the final mark the learners get at the end of primary school.</strong></p>
<p><strong>Each CAT will carry 20 per cent of the final mark. This means the three CATs will cumulatively account for 60 per cent of the final score.</strong></p>
<p><strong>The remaining 40 per cent will be from the Kenya National Examination Council exam to be issued administered the end of Grade 6.</strong></p>
<p><strong>Head teachers shall access the Competency Based Assessment through a KNEC portal: cba.knec.ac.ke using the school’s username and password.</strong></p>

<p>Reports reaching us today from the Ministry of Education indicate that the current grade 5 learners will join secondary schools after completing grade 6 syllabus as per the new Competence-Based Curriculum.</p>
<p>Currently, these learners are undertaking Competence-Based Assessment tests, CBA tests that will form the basis of their selection and placement to Junior Secondary Schools come January 2023.</p>
<p><strong>According to the Kenya National Examinations Council Knec report on the status of the new Competence-Based Curriculum implementation in Kenya 2021, all CBC learners will be subjected to rigorous internal assessments in schools to determine their areas of strengths and weaknesses. These CBA tests will form part of the final assessment report that will be used to capture learners&#8217; scores instead of the Kenya Certificate of Primary Education, KCPE certificate currently being used in Kenya</strong>.</p>
<p>Knec CBA tests will form 60 per cent of the learners&#8217; final score but Knec will administer an independent final assessment to ascertain and serve as a control test before printing an assessment report for every CBC candidate at grade six level come December 2022 in preparation for the roll out of CBC in junior Secondary Schools in January 2023.</p>
<h3><span style="color: #ff00ff;"><strong>Teacher Qualifications (Selection Criteria) for Deployment to Junior Secondary Schools 2022-2023</strong></span></h3>
<p>Any teacher yearning for TSC Deployment to Junior Secondary Schools must possess a Degree and Diploma in Special Needs Education, Degree and Diploma in Early Childhood Development Education Diploma in Education (Primary option), Diploma in Education (Secondary option) and Bachelors Degree in Education (Secondary option) if lacking C+ at KCSE or C+ in teaching subjects.</p>
<p>The Commission has at the same time planned to train 60,000 high school teachers in March and April 2022 in preparation for the rollout of the new Competence-Based Curriculum at the Junior secondary level.</p>
<p>The Kenya Institute of Curriculum Development in response to this has already developed syllabus designs from Grade One to Ten.</p>
<p>A report by CBC task force says the total number of 1,250,649 Grade Six and 1,320,395 Standard Eight learners are expected to join secondary school and Form one in January 2023 concurrently.</p>
