TSC GUIDELINES FOR TEACHES WISHING TO WITHDRAW SACCO MEMBERSHIP
The Teachers Service Commission has revised its methods of serving teachers following directives by the Ministry of Health on the safety of citizens and workers in the public sector during this covid 19 era.
Previously, the Commission has been clearing teachers wishing to exit SACCOs by signing clearance forms in order to manage government liability.
Some SACCOs were however using the TSC email service for the purpose. In order to serve teachers efficiently, TSC has now shifted online. Therefore, all requests for SACCO clearance for exiting teachers shall be done online by the SACCO affected using the TSC official email: ddrevenuetsc.go.ke.
“Previously we have been clearing SACCO exiting teachers to manage government liability by signing clearance forms. Some SACCOs have been utilizing the Commission’s email for this purpose and we encourage them to continue doing. Others have been sending teachers all the way to the Commission’s head office for this service. In order to serve our teachers effectively, all requests for SACCO clearance for any exiting teachers shall be done online by the SACCO concerned via the email firstname.lastname@example.org,” wrote TSC.
The Commission shall give feedback on the same within two days.
TSC CLEARANCE FOR SACCOS
The Commission also reiterated that any SACCO which allows the withdrawal of its exiting members without a formal clearance from the Commission will suffer huge losses in its monthly remittances.
“We reiterate that any SACCO which allows withdrawal of its exiting member without clearance from the Commission will have its monthly remittances reduced by an equivalent amount of Government liability due to the Commission from the teacher,” added TSC.
HOW TO WITHDRAW SACCO MEMBERSHIP
Duration: TSC shall process SACCO withdrawal requests within two days.
Section 156 of the TSC code of conduct for teachers allows teachers to exit from the teaching service through resignation, dismissal, termination of employment, redundancy, death, or transfer of service.
If a teacher then wishes to stop being a member of any Savings and Credit Co-operative Society, SACCO, such a teacher shall do so by filing a withdrawal for. The release of the teacher from the SACCO has to be ratified by the Teachers Service Commission, TSC.
CONDITIONS FOR RELEASE
There are requirements that the teacher must meet before being cleared from any SACCO.
One of the conditions is that the teachers should not have guaranteed anyone. Secondly, his or her shares should be able to cater to all the liabilities owed to the SACCO (loans) and Front Office Services Activities, FOSA.
The teacher also needs a clearance certificate from TSC confirming that they do not owe the government before receiving his or her savings from the SACCO.
OUTSTANDING GOVERNMENT LIABILITY
In case a teacher has got any outstanding government liability, the Commission shall require the teacher to clear it within three months, failure to which the Commission will be forced to institute legal proceedings to recover the liability.
Any payment or over-payment for work not done constitutes government liability. Unpaid imprests (funds borrowed from the school) also constitute government liabilities.
