No salaries for 3, 500 TSC Tutors who failed to declare their wealth online in 2019

Through a circular dated April 14, 2020, the Teachers Service Commission has announced the suspension of 3, 500 TSC teachers’ salaries and staff who failed to declare their wealth online in 2019.

The affected teachers are therefore expected to meet the stipulated conditions for them to receive their April 2020 salaries.

According to the circular, all civil servants including TSC employees are required to declare their assets, income and liabilities online after every two years.

The 3500 tutors however failed to adhere by this guideline for they did not file their wealth declaration by December 31, 2019.

Consequently, the TSC extended the grace period by one week to enable the affected teachers to submit their wealth declaration in vain.

As the Kenyan law requires all public officers to declare their wealth after every two years, the Commission has imposed penalties on the 3, 500 teachers and TSC staff by stopping the remission of their salaries from March and April 2020 payrolls.

Tough Conditions

By December 31, 2019, approximately 40, 000 tutors were yet to declare their wealth online. Since they did not take advantage of the grace period, they have to meet certain conditions before they get reinstated into the TSC payroll.

The conditions for reinstatement of the 3, 500 affected teachers into the TSC payroll include:

  1. A formal letter through the teacher’s immediate supervisor that is the principal or headteacher to explain why they did not adhere to the instructions given about declaring their wealth online.
  2. To fast track reinstatement, the letters must be scanned and emailed to the TSC headquarters with a covering letter listing the forwarded cases by TSC County Director.
  3. A written confirmation by the head or supervisor to the TSC stating that the affected teacher has been in active service or teaching all along.

Note: this letter must be validated and forwarded to the TSC headquarters by the TSC County or TSC Sub-County Director.

 

Even as they meet the above conditions, the 3, 500 tutors should have their arms crossed, praying and hoping that the TSC will not take any further action against them since failure to declare one’s wealth as stipulated by the law  can attract a fine of up to Kshs 1 million or a jail term not exceeding one year or both upon conviction.
