KCPE Leakage 2021: Truth about the KNEC KCPE Examinations Leakage this Year
Advertisements
Tension has gripped KCPE candidates after tutors alleged that KNEC lifted this year’s Social Studies and English exams from two Revision books that had been widely circulated to Class 8 candidates prior to sitting the exams in March 2021.
The candidates, mostly those in private schools had already done the tests in February 2021 after purchasing the books published by Distinction Educational Publishers.

KUPPET and KNUT fault this year’s KCPE national exams after leakage allegations rose
“When a similar test is predicted and it appears in the KNEC exams, then it shows there was a leakage. The credibility and reliability of national exams is tarnished,” Sossion told the Nation on Thursday, March 25.
“Even though exams are set from learning material available, KNEC going on to publish the same tests indicates that we have a serious issue with our exam process,” Kenya Union of Post Primary Education Teachers (KUPPET) Secretary-General, Akelo Misori added.
Exam stakeholders thus raised various questions among them being whether KNEC tendered the publishers to set the exams as well as how the council will rectify the error as schools that had done the tests before now have an added advantage.
The publishers distanced themselves from the scandal, saying that all they do is release tests that are used to analyse the students’ preparedness.
“If KNEC used our content, then we don’t have any issue with them. Our books have been used for the past years,” the director at the company responded.
Education CS George Magoha was adamant that no leakage had occurred while addressing the press on Wednesday, March 24. Magoha had earlier on warned private schools, suppliers, police officers, teachers and students of exams cheating.

Education stakeholders said that they would keenly follow the developments to see whether Magoha would take action against KNEC. The council said that it would issue a statement on the matter.
Marking of the KCPE tests began on Thursday, March 25, with Magoha shifting focus to the KCSE exams which commence on Friday, March 26.

KCSE 2021 National Exams, Latest updates
The Kenya Certificate of Secondary Education Knec exams on the other hand which kicked off more than three weeks ago are almost over.
This year’s KCSE has however been marred by several challenges including cheating and violence.
Several incidences of examination malpractice have been reported with teachers including principals taking the centre stage.
Some of the teachers who were actively involved in the cheating and leaking of KCSE 2021 exams have been charged while others still remain in police custody awaiting their trial.
Some KCSE candidates have also exhibited unbecoming behavior. The latest case involves a girl who after being caught with Mwakenya notes for CRE paper II lost her temper and attacked a police officer who allegedly snatched her Mwakenya.
The police officer fearing for his life had to request for reinforcement. The officers combed the dormitories and several phones and Mwakenya notes used in exam cheating got discovered.
The centre manager, at Moi Kapcherop Girls has been arrested alongside 4 candidates and other officers Manning the centre for further questioning.
In another shocking incident, 70 KCSE candidates sneaked into a girls’ dormitory.
According to the Principal Secretary at the State Department of University Education and Research Simon Nabukwesi, the government is taking the incidents seriously.
Nabukwesi who oversaw the distribution of exam papers in Nakuru spoke on the backdrop of an incident where 70 male candidates sneaked out of school on Thursday night.
“The appropriate measures shall be taken against the students after their last paper. They will miss their certificates of good conduct until they satisfy security agencies that they have reformed,” he said.
Most of the Kenya Certificate of Secondary Education (KCSE) candidates are expected to sit their last papers by end of this week.
Basic Education Permanent Secretary Jwan Julius has directed all County Directors of Education in the counties placed under lockdown to facilitate smooth and safe travel of the learners.

New KCSE/KCPE Registration Deadline
The final day for the registration (deadline) has now been reviewed to August 14, 2021. The registration exercise was earlier scheduled to close on July 31, 2021.
CS Magoha also said headteachers and principals should ensure that all bona fide candidates are registered for the examination within the final two weeks.
“Any candidate who fails to register for the 2021 examination to be sat in March 2022 will only be allowed to sit the examination in December 2022,” he said.
KCSE/KCPE Late Registration 2021
Kindly note that late registration for the 2021 Kenya Certificate of Primary and Secondary Education-KCSE and KCPE will not be allowed.
“Late registration shall not be allowed,” the CS noted.
The registration deadline will be followed with verification of candidates’ registration details as captured in the 2021 KCPE and KCSE nominal rolls between August 16 and 27, 2021.
Magoha said duly signed nominal rolls, and medical reports for candidates with special needs must be submitted to sub county Directors of Education together with the other registration documents.
Preparations for the 2021 Kenya Certificate of Primary Education and Kenya Certificate of Secondary Education examinations commenced with the registration of candidates starting from June 2, 2021.
By July 31, 2021, a total of 1,218,892 candidates in 28,248 centres and 824,392 candidates in 10,384 centres had been registered for the KCPE and KCSE examinations respectively.
In 2020, 1,191,616 and 752,602 candidates were registered for the KCPE and KCSE respectively.
This represents an increase of 2.29 per cent and 9.54 per cent in candidature in the 2021 KCPE and KCSE respectively compared with 2020.
The phenomenal increase in KCSE candidature is attributed to the success of the Government’s policy of 100 per cent transition which started in 2018.
However, since the exercise closed on July 31, 2021, a number of headteachers and principals have requested Knec to allow them more time to mop up all candidates that may not have been registered.

KCPE results ready amid rumours of well performed English and Kiswahili papers
Advertisements
The Kenya Certificate of Primary Education (KCPE) 2021 results are ready. The marking of the exams ended early yesterday.
A number of examiners have shared some hints of the results.
Advertisements
According to some who shared with us some tips they said the standardization for mathematics is 0.85 while that for science is 0.84
What this means is for example if a candidate scores 40 ticks in mathematics this means the maximum of 40 ticks will be 40 multiplied by 2 multiplied by 0.85 to get 68% and if he or she scores 50 ticks it becomes 85%
According to examiners who confided to us details of the exams said standardization for Mathematics is 85% Science 84% Social studies and Religion 86% English 97% while Kiswahili 97%
They said English and Kiswahili were well performed with most learners scoring good marks.
According to the markers this years KCPE results will be better than the previous year.
However these are speculations and we are still waiting for official announcements of the KCPE results.
Yesterday Education Cabinet Secretary Prof. George Magoha urged parents to start preparing their children for form one admission.
Speaking in Vihiga county after inspecting the ongoing KCSE examinations, Magoha said the next focus is on transition to secondary schools.
“In terms of the marking of the primary school exams I think we are about to complete, we have targets and the targets are met. I’ll start now looking for H1 because we have to first start discussing the results with him, then we shall release the results to our children,” Magoha said yesterday.
“—they should start preparing, let the parents prepare their children for form 1 admission,” he added.
Earlier on both Magoha and Early Learning and Basic Education PS Julius Jwan had assured of early release of the results to allow smooth transition to secondary school.
“We are determined to ensure no time is lost. Marking of exams will be concluded within a short while and results released to allow students to proceed to secondary education by May,” the PS Juan had said.
Magoha had said the official release of the 2021 KCPE results will be done any day between Wednesday and Saturday this week.
CS Magoha who was speaking in Kayole during inspection of KCSE examinations said the announcement date will largely depend on availability of his excellency the President.
“Anytime between Wednesday and Saturday. Depending on His Excellency the president’s availability, we should be able to tell our children how they have performed,” said Prof Magoha.
This means if the president will be available for the release of the exams then Thursday or Friday will be the possible days for official release of 2021 KCPE results.
The marking of multiple choice questions was completed last week and only composition and insha papers were remaining.
Knec had earlier changed the date for examiners involved in marking the papers.
Initially the examiners were to report for the marking exercise on 18th March 2021 but Knec changed the date to 15th March.
Successful examiners were asked to report for the marking of insha and composition papers at Alliance High School, Starehe Boys Centre among other selected marking centres.
“CHANGE OF REPORTING DATE FOR EXAMINERS. You are expected to report on Tuesday 15th March 2022 at ALLIANCE HIGH SCHOOL latest by 3pm. Coordination begins immediately. Sorry for any inconvenience caused by this change. Thank you,” read a message sent to one of the examiners.
This year the council registered 1,225,507 candidates in 28,316 KCPE examination centres as compared to 1,191,752 candidates in 28,467 centres in 2020.
This reflects an increase of 33,755 representing 2.75 per cent.
KCPE exam centres were served from 491 distribution centres.
The marking of multiple-choice questions were made easier by the acquisition of the modern Optical Mark Recognition which electronically scores the papers.
The OMR captures marked data from candidates’ answer sheets using specialised scanning.
The machines work with a dedicated scanning device that shines a beam of light on the paper.
The contrasting reflection at predetermined positions on a page is used to detect marked areas as they reflect less light than the blank areas of the paper.
With the new machines, scripts are marked in batches of 100 and 200 sheets, unlike the previous technology, which took hours.
The OMR machines are also used to speed up the tallying of Kiswahili Insha and English Composition marks, which were previously done manually by examiners. The two papers are still marked manually.
However, tallying of marks is no longer done through physical counts.
After marking the Insha and Composition scripts, the examiners will pass over the papers to the new machine, which will do the electronic tallying of marks in record time.
Current and Newly Proposed KCPE and KCSE Knec Payment Rates for Knec contracted Professionals and Examiners 2021
The Kenya Union of Post Primary Education Teachers, Kuppet, proposes the following Knec payment rates for both KCSE and KCPE Examiners contracted by the council for the 2021 marking exercise; compare the current Knec payment rates with what Kuppet is demanding for this year. Worth noting is the fact that despite teachers downing their tools in 2019 and Kuppet demanding for a flat rate of Kshs 100 per script for all papers, Knec gave teachers a pittance-Kshs 2 Increment per script. Will Kuppet’s proposal and tough talk have any impact?

KUPPET argues that Chemistry Paper 1, Mathematics and English Paper 1 should each be paid at not less than sh 100.
Presently, marking each paper attracts between Sh51 to Sh58.

Allowances for Teachers handling Knec KCSE practicals
“Science teachers (Biology, Chemistry and Physics) need to be considered for allowances during practical. Other practical subjects like Agriculture, Building & Construction, Music and Home Sciences should be considered too,” notes Kuppet.
Knec Pay rise for Invigilators, Supervisors and centre managers 2021
The teachers’ union also wants Kenya National Examination Council (Knec) to increase invigilators’ and supervisors’ allowances by 100 per cent, saying the present fee has been fixed for a long time.
The union also wants school heads, also known as centre managers allowance, which is presently Sh500, to be reviewed upwards.
Presently, primary school head teachers are paid a flat rate of Sh500 for the three days they oversee the administration of KCPE.
KCPE supervisors earn Sh2,485 while invigilators take home Sh1,615. Security officers are paid 1,050 while drivers earn Sh1,040.
KCSE supervisors in Nairobi and Mombasa are paid Sh695 per day for 18 days, translating to Sh12,510.
Supervisors from other regions earn Sh630 for the same number of days, translating to Sh11,340.
Invigilators in Nairobi and Mombasa earn Sh580 per day for 17 days, while invigilators from other regions get Sh460 for a similar number of days.
Secondary school principals take home a flat rate of Sh500 for 18 days, translating to Sh9,000.
Security officers who take part in KCSE’s administration earn a flat rate of Sh420 for 16 days while drivers earn Sh6,480 for the same number of days.
The union also wants transport reimbursement for supervisors and invigilators from ASAL areas to be reviewed upwards since most of the areas are expansive, forcing some to travel up to 200 km to reach their schools.
“The rates for counties such as Wajir and Tana River should be enhanced,” said Misori.
In a firm statement, Kuppet also wants coordination allowances increased by half. “Examiners’ transport allowances should be reviewed, especially when reporting to marking centres,” said Misori.
Union also wants lecturers in Teachers Training Colleges (TTCs) who assess and submit marks to KNEC to be paid for their work.
“The same should apply to TVET trainers who assess candidates on practical courses.”
Knec Marking Centres 2021
On the overall conditions of teachers working conditions, Kuppet wants marking centres should be devolved and probably rotated around the country unlike now when they are only in Nairobi.
Proposed Knec working hours for Examiners 2021
Union also wants the working hours during marking be fixed between 8.00 am to 5.00 pm to avoid fatigue.
Certificate of Participation for Knec Examiners 2021
And after the examination administration processes, Kuppet wants the teachers awarded certificates.
“Examiners should be given Certificates of Attendance to help improve their CVs for interviews during promotions,” said Misori.
Kuppet last year demanded that the venue for marking all KCSE examination papers and KCPE English composition, as well as Kiswahili insha, be moved to university campuses or other high-level government institutions.

KCPE Results 2021-2023: Knec KCPE results to determine the selection of both Class 8 and CBC grade 6 cohort to ( junior) secondary schools, CS Magoha
KCPE results 2020/2021 release date

The Kenya Certificate of Primary Education, KCPE national exams which will commence on Monday March 22, 2021 will not be done away once the new CBC curriculum is fully implemented.
The results for the postponed 2020 KCPE national tests will be released by the CS Education in April 2021.
KCPE to be retained in the new Competency-based curriculum
Advertisements
The KCPE national exam was retained courtesy of CS Magoha’s last-minute but necessary interventions.
The KCPE examinations will be tailored to fit in the broader plan of reforming assessments under the new competency-based Curriculum.
The latest plan is to have learners undergo various assessments, accumulate marks scored at the school level and sit external national standardized tests administered by the Kenya National Examinations Council (Knec) for objectivity and certification purposes.
Many Kenyans had expressed their fear that doing away with KCPE and adopting pure school-based assessments may lead to unfair results given by some teachers.
Besides, it emerged that learners graduating from the new Kenyan education system are likely to face obstacles when pursuing further education in other countries if they did not sit a final standardized examination at the end of primary education.
Consequently, the Competency Based Curriculum (CBC) task force report which was recently received by the President has recommended, under the 2-6-3-3-3-education system, a blend of both school-based assessments and national examinations.
CBC Examinations
Under the new plan, the teachers shall conduct classroom assessments for learners at Grades 1 to 3.
The learners will still sit a standardised school test once they are at Grade 3, which will be assessed and scored by teachers who will then give feedback to learners in their respective schools.
The CBC Annual weighted mark
Schools will then submit the results for each learner to the Kenya National Examinations Council, KNEC to facilitate analysis learning outcomes and achievement of competencies at the national level.
The Knec report which will be generated at this stage shall be sent to schools to serve as a guide to teachers receiving Grade 3 learners at Grade 4.
The report, that was received by President Uhuru also proposes school-based assessments for Grade 4, 5 and 6 learners with an annual weighted mark of 20 per cent.
The annual marks recorded by teachers will be sent to Knec and will form part of final marks at the end of primary school.
National examinations, which will be administered by Knec at the end of Grade 6, will only constitute 40 per cent.
“There was fear that some schools may tamper with internal scores to project schools as high performers. But the external marks by Knec will standardise the scores and also bring in element of objectivity,” said a task force member. All learners, at the end of primary school will transit to Junior Secondary School.
The report says that at this level of education, learners will also be subjected to formative and summative tests at the end of the cycle.
“The Junior Secondary School assessment will facilitate placement in Senior Secondary School Pathways and Tracks, while the Senior Secondary School assessment will facilitate transition into Tertiary and University Education and Training,” reads the report.

Confirming the news, Education Cabinet Secretary Professor George Magoha on April 5, 2020 said the 2020 KCPE examination results will be released in the next two weeks if things go as planned.
The CS further noted that the marking of multiple choices papers was already done and that marking of English Composition and Kiswahili Insha by Knec Contracted Examiners was in progress.
“We had a schedule and in the inside of the next two weeks, the results will be out,” said Professor Magoha, adding that should there be any changes to the schedule, the same will be communicated by his office.
He was speaking in Kisumu town after supervising the distribution of KCSE exam paper to schools.
Knec records low KCPE 2021 Examiners Turnout
Further, the CS said that the Covid-19 pandemic had posed a great challenge to the Ministry of Education as some examiners were unable to show up for the marking owing to the current movement restriction in the country.
This was as a result of the partial lockdown of some counties, while others decided not to turn up due to their fears over the Covid-19 pandemic.
Knec had done its bit to ensure that all examiners turn up for the 2021 marking exercise by organizing for their transportation to Nairobi.
The examiners were to be picked at various designated collection points in each county as scheduled by Knec.
On arrival they were expected to produce specific documents including the Knec letter and SMS inviting them for marking and their National identity card.
They were then issued with special passes to enable them traverse the locked counties including Nairobi and Nakuru.
However, Prof. Magoha noted that the low turnout of KCPE 2021 Knec Examiners has so far not interfered with the schedule and that his Ministry had done enough to ensure the results are delivered on time.
“As I said, we are on track. We shall keep updating you on the progress, and we shall keep sharing any events that we find necessary,” he said.
Prof. Magoha said his office will continue to monitor the examinations across the country despite reports of irregularities.
“Today marks the third week of the examinations, and we are proceeding extremely well, considering all things. The examination has gone as per the schedule, except a few tricks that I warned about earlier,” he said, adding that such cases will be dealt with accordingly.
The CS concluded by saying that this year’s examinations had so far experienced low integrity issues as only 15 people and 15 phones had been confiscated adding that if the phones are found with examination content, then necessary actions will be taken against their respective owners.
The Kenya Certificate of Secondary Education, KCSE national exams (which have just been concluded) results will be released on May 10, 2021.

Confirming the news, CS Education Professor Magoha said in a presser that the marking of the KCSE exams is set to commence immediately and results are expected on May 10.
CS Magoha said this on Wednesday which was the last day of the KCSE 2020 national exams.
He further noted that the last batch of papers will be transported to the designated KCSE Knec marking centres next week.

“We shall start transporting the exams any time next week because the process is ongoing,” said Magoha.
Some of the Seasoned KCSE Knec Examiners have already reported to their marking stations.
Knec seems to have yielded to the pressure emanating from the teachers’ unions for it has created more marking stations to enhance social distance hence minimizing the risk of contracting the dreaded coronavirus.
Magoha further said that the Ministry of Education, MoE is preparing to roll out vaccination to all teachers who will take part in the 2021 KCSE marking exercise especially those aged 58 and above.
KCSE 2020-2021 candidates involved in Cheating to Receive their Results
In addition, Magoha reiterated that students who were involved in examination malpractices would be forgiven, adding that they would still get their results.
“Those who used mobile devices would also receive the results but have some of the marks deducted,” added Magoha.
He noted that President Uhuru Kenyatta had instructed that authorities should be lenient to the candidates due to the impact of the Covid-19 pandemic that disrupted the school calendar.
The CS, however, noted that invigilators and security officers who facilitated the malpractices would be punished.
“If the paper was open in Kakamega High School and sent half an hour before the time, we will look for the policeman and he will tell us where he was. We shall also look for the centre manager who will also tell us where he was,” he stated.
On this note, 27 TSC employed teachers contracted by the Kenya National Examinations Council, KNEC to man the KCSE 2020 national exams have already been sacked.
The Teachers’ employer took this step after the 27 teachers were convicted of engaging in the exam malpractices between March and April 2021.
He noted that the overall performance in 2020 improved compared to that of 2019.
1,179,182 million candidates sat the KCPE exam between March 22 and March 24, 2021. 590,450 of the candidates were boys representing (50.07%) while 588,742 were girls representing (49.93%).
Over 700,000 candidates sat for the KCSE 2020 exams.
They are eargely looking forward to the release of their results by Knec on May 10, 2021.
