<p>The Teachers Service Commission has hinted at including involvement of teachers in this year’s national examinations in the TPAD&period;<&sol;p>&NewLine;<p>This is good news for teachers who have been spending time to invigilate&comma; supervise and mark the national examinations&period;<&sol;p>&NewLine;<p>Teachers with a non-committal attitude will reap what they have been sowing all along&period;<&sol;p>&NewLine;<p>The information was released by the TSC CEO Dr Nancy Macharia who said that the idea was aimed at rewarding teachers who contribute to the delivery of credible examinations and results&period;<&sol;p>&NewLine;<p>This year&comma; a total of 179&comma; 149 teachers will be involved in the administration of the Kenya Certificate of Primary Education and The Kenya Certificate of Secondary Education which is set to commence in two weeks&period;<&sol;p>&NewLine;<p>She said that the Teachers Service Commission is planning to put more weight on the importance of national examinations management to TPADS and future promotions&period;<&sol;p>&NewLine;<p>This will form part of the revision and reviews that will be implemented soon&period;<br &sol;>&NewLine;Teacher promotions have been pegged on the TPAD tool since the year 2016 on a pilot basis&period;<&sol;p>&NewLine;<p>Last year&comma; however&comma; the Labour Court blocked the TSC from implementing career progression guidelines which gave way to performance contracting when employing teachers&period;<&sol;p>&NewLine;<p>Justice Byram Ongaya said the TSC failed to convince him how the failure to implement career progression guidelines would paralyse its operations&period;<&sol;p>&NewLine;<p>In the lawsuit&comma; KNUT claimed that the TPAD tools had greatly demotivated teachers for they were not only time consuming but also costly&period;<&sol;p>&NewLine;<p>The time spent by a teacher filling the paperwork greatly reduced the contact hour between teachers and students&period;<&sol;p>&NewLine;<p>On her part&comma; the TSC Boss Dr Nancy Macharia said that failure to implement the TPAD tools will make teachers less accountable while exercising their duty&period;<&sol;p>&NewLine;<p>Therefore&comma; Justice Ongaya directed the commission to convene a meeting for finalizing the TPAD tools by December before rolling them out in the year 2020&period;<&sol;p>&NewLine;

EXAMINE CHILDREN IN MOTHER TONGUE THE WORLD BANK SUGGESTS

<p>According to a report by the World Bank&comma; Kiswahili and English are not the best-suited languages to determine the development of children&period;<&sol;p>&NewLine;<p>Although these are the official languages in Kenya&comma; the report suggests that mother tongue is better placed when it comes to determining the development of a child before s&sol;he joins school&period;<&sol;p>&NewLine;<p>Therefore assessments of children in either Kiswahili or English may not fully depict a clear picture of the child’s progress&period;<&sol;p>&NewLine;<p>The report also reveals that when a child is growing up&comma; s&sol;he is likely to grasp the language that the primary caregiver &lpar;the mother&rpar; speaks- the first language&comma; L1 also known as the child’s mother tongue&period;<&sol;p>&NewLine;<p>This means that these children are less likely to get exposed to English since most of the neighbours speak in the child’s mother tongue&period;<&sol;p>&NewLine;<p>The report’s finding is based on a study which was conducted in Homabay and Kisumu on September 2015&period;<&sol;p>&NewLine;<p>The study also aimed at understanding the performance of children on receptive vocabulary tests in mother tongue versus official languages&period;<&sol;p>&NewLine;<p><strong>MULTI-LINGUALISM<&sol;strong><br &sol;>&NewLine;13 children who took part in the assessment could answer the questions given in English&period;<&sol;p>&NewLine;<p>Six children responded in Swahili&period; The rest&comma; 297 which translates into 58&percnt; answered in more than one language&period;<&sol;p>&NewLine;<p>It was further noted that the number of children who could answer in a single language decreased with age&period;<&sol;p>&NewLine;<p>Children answered more expressive words in Luo&comma; followed by English then Kiswahili&period;<&sol;p>&NewLine;<p>The use of Swahili decreased slightly with the respondents’ age&period;<&sol;p>&NewLine;<p>Even the youngest of all preferred their mother tongue to English and Kiswahili&period;<&sol;p>&NewLine;<p>The question is&comma; should we examine our children in the mother tongue&quest;<&sol;p>&NewLine;

DR NANCY MACHARIA SUSPENDS LEAVE FOR TEACHERS AHEAD OF THE 2019 NATIONAL EXAMINATIONS

<p>Three cabinet secretaries are set to meet today over thorough preparations to secure this year’s national examinations&period;<&sol;p>&NewLine;<p>Besides&comma; authorities have alerted the public to avoid any form of cheating national exams as it will attract tough penalties&period;<&sol;p>&NewLine;<p>The Kenya National Examinations Council also warned its staff against attempts of leaking the examination&period;<&sol;p>&NewLine;<p>In an interview with The Standard&comma; the KNEC Chief Executive Officer Mercy Karogo reiterated that the KNEC Act on the penalties were clear&period;<&sol;p>&NewLine;<p>Any member&comma; officer&comma; agent or staff who commits an examination irregularity due to omission or commission and is liable to imprisonment for up to five years&period;<&sol;p>&NewLine;<p>The irregularity can also attract a fine not exceeding kshs 5&comma;000&comma;000&period;<&sol;p>&NewLine;<p>MEETING<br &sol;>&NewLine;This tough warning comes as the Interior Cabinet Secretary Dr Fred Matiang’ i and Education CS Professor George Magoha are set for a meeting today&period;<&sol;p>&NewLine;<p>The main agenda will be securing the national examinations against any irregularities&period;<&sol;p>&NewLine;<p>The Information and Communication Technology &lpar;ICT&rpar; CS Joe Mucheru and the Teachers Service Commission Secretary Dr Nancy Macharia will also attend the meeting at the Kenya School of Government&period;<&sol;p>&NewLine;<p>NEW PADLOCKS&comma; KEYS AND METALLIC BOXES<br &sol;>&NewLine;According to The Standard&comma; new padlocks and keys to the metallic containers where the examination papers will be stored will be given to regional officers&period;<br &sol;>&NewLine;Around 479 high-security metallic boxes will be used to store the examination papers in 338 sub-counties&period;<&sol;p>&NewLine;<p>Each container will be guarded by five police officers&period;<&sol;p>&NewLine;<p>Two officers will work during the day&comma; two at night with one supervisor in charge of the four officers&period;<&sol;p>&NewLine;<p>Today’s meeting marks the beginning of the examination period&period;<&sol;p>&NewLine;<p>315 SCHOOLS ON THE SPOT<br &sol;>&NewLine;According to the investigations by KNEC&comma; some schools are planning to station subject teachers in school to help learners to cheat during the national examinations&period;<&sol;p>&NewLine;<p>In other schools&comma; the teachers are planning to markup KCPE papers for standard eight candidates&period;<&sol;p>&NewLine;<p>Parents have also jumped the bandwagon by collecting funds to facilitate leakages in schools&period;<&sol;p>&NewLine;<p>In total&comma; 315 schools have been earmarked and put under tight security over plans to cheat in the upcoming national examinations&period;<&sol;p>&NewLine;<p>Karogo yesterday told The Standard that unauthorized possession of exam papers&comma; materials or information will attract imprisonment and&sol;or fine&period;<&sol;p>&NewLine;<p>Dr Mercy Karogo also warned schools against changing examination numbers&comma; photographs or other identification documents of students&period;<&sol;p>&NewLine;<p>She added that this will attract a jail term not exceeding five years&comma; a fine not exceeding Ksh 1million or both&period;<&sol;p>&NewLine;<p>Examination officers who will misuse examination materials&comma; lose or destroy them will also face a jail term not exceeding one year or a fine not exceeding sh 2 million&period;<&sol;p>&NewLine;<p>IDENTICAL ANSWERS<br &sol;>&NewLine;Cases of students having identical readings in science practical and copied textbook answers have previously been identified&period;<&sol;p>&NewLine;<p>Today’s meeting is a result of the numerous engagements KNEC has had in the past few weeks&period;<&sol;p>&NewLine;<p>Last week&comma; a team of about 500 monitors met in Nairobi for a briefing on how to mitigate cheating&period;<&sol;p>&NewLine;
