<p>Newly elected legislators who are serving their first term in the education committee have now shifted their wrath on two women leaders who in the past have been accused of humiliating teachers.</p>
<p>The two women leaders may not survive president Ruto&#8217;s tenure lest they put an end to the agony that Kenyan teachers are currently experiencing.</p>
<p>These two women leaders are SRC Boss Lyn Mengich and TSC Boss Nancy Macharia.</p>
<p>Recently, Nyali MP Ali Mohammed raised concerns over the management of TSC where he alleged that teachers were being humiliated under the leadership of Dr. Nancy Macharia.</p>
<p>Senators on the under hand are after SRC Boss for mishandling matters if legislators salaries and allowances.</p>
<p><span style="text-transform: initial;">The latest TSC Promotions news reaching us now indicate that TSC Boss and other big wigs in the Commission will be obliged to explain why some of the promotions of teachers have not been dealt with once she heeds the summon.</span></p>
<h2><strong>HOW DO TEACHERS GET PROMOTED BY THE <a href="https://newspro.co.ke/category/education/tsc-news/">TSC</a>?</strong></h2>
<p>Promotion of teachers by TSC is based on existing schemes of Service i.e the TSC Career Progression Guidelines (CPG) and/ or the Collective Bargaining Agreements (CBAs).</p>
<p> ;</p>
<p>The Commission shall in promoting a teacher, consider the Appraisal Reports (Teachers Performance and Appraisal Development TPAD) submitted on termly basis.</p>
<p> ;</p>
<p>Promotion of teachers is done in three different ways:</p>
<p> ;</p>
<p><strong>Promotion on common cadre establishment</strong></p>
<p>Promotion through Teacher Proficiency Course (TPC)</p>
<p>Promotion through competitive selection</p>
<p>Promotion on common cadre establishment</p>
<p>This applies to a category of teachers who may move from one job group to another without the need for a competitive selection process or availability of vacancies, provided they meet the minimum qualifications for the grade.</p>
<p> ;</p>
<p>This involves teachers in Job Group J (C1), K (C2) and L (C3). Promotion from Job Group J to K and K to L is done after three years satisfactory performance.</p>
<p> ;</p>
<p>To get the common cadre promotion, all you need to do is to fill the TSC promotion form.</p>
<p> ;</p>

<p>In considering the promotion of a teacher under the common cadre establishment, TSC considers the following minimum conditions:</p>
<p> ;</p>
<p>period of time served by the teacher in a given grade (Usually 3 years);</p>
<p>validity of the teachers’ teaching certificate; and</p>
<p>the teacher’s performance of duty.</p>
<p>Promotion through Teacher Proficiency Course (TPC)</p>
<p>This type of TSC promotion covers non-graduate teachers in Job Groups G (B5) and H (C1), who must undertake a Teacher Proficiency Course. This has since become defunct.</p>
<p> ;</p>
<p><strong>Promotion through competitive selection</strong></p>
<p>Promotion of teachers to Job Groups M (C4), N (C5), P (D1), Q (D2) and R (D3) is done through competitive selection. The Commission usually advertises for these vacancies after some time (subject to availability of funds). Interested and qualified applicants are then supposed to apply through the TSC online portal.</p>
<p> ;</p>
<p>Shortlisting of applicants is done at the TSC headquarters. Names of shortlisted candidates for Job Groups M and N and guidelines are then forwarded to County Directors and Regional Coordinators who conduct the interviews at the county and Regional Levels; respectively.</p>
<p> ;</p>
<p>In the latest TSC guidelines, appointment and deployment of of all primary school institutional administrators and all institutional administrators for county, sub county and day (secondary) schools are to be coordinated by the Regional Coordinator.</p>
<p> ;</p>
<p>The regional selection panel shall have the regional director (who shall be the chair), the host county director (secretary), the host county Human Resource Officer and all other county directors from the region.</p>

<p>Similarly, the county selection committee shall be composed of: the county director (chairperson), host sub county director (secretary), the county Human Resource Officer and all other sub county directors from the county.</p>

<p>TSC confirmation is nigh among all the school administrators including senior teachers/masters, deputy head teachers, and school heads who have been serving in acting capacities.</p>
<h6>This follows plans from the employer to replace retiring school administrators including 1,025 school heads whose two-year contract is elapsing by the end of July.</h6>
<h6>Eligible School Administrators serving currently in acting capacities must have at least served in the same position for at least three years.</h6>
<h6>The teachers looking forward to these imminent promotions must also have been actively involved in filling and submitting their termly Teacher Performance Appraisal Development ( TPAD) ratings.</h6>
<h6>Having issued a Circular numbered 14/2021, The teachers&#8217; employer (TSC) spelled out that the promotions of teachers shall be as stipulated in the Career Progression Guidelines (CPG) in operation.</h6>
<h6>The teachers &#8216; employer (TSC) has further spelled out that teachers serving in Arid and Semi-Arid Lands and other difficult to staff areas as administrators in acting capacities shall be promoted progressively until they acquire grades that are in tandem with their respective positions.</h6>

<h6>While congratulating TSC after signing the 2021-2025 Collective Bargaining Agreement, the Kenya National Union of Teachers (KNUT) Secretary-General, Collins Oyuu, clarified that what TSC had done is to list the hard-to-staff areas and maintained that they were putting administrators on acting capacity regardless of their grade. These teachers are to serve in these administrative ranks in the hard-to-staff areas until they attain their respective grades for eventual confirmation.</h6>
<h6>&#8220;Those areas are hardship but hard to staff, meaning, even positions of headteachers and their deputy counterparts often lack interested candidates, while those present are not qualified for those positions in terms of what we have in the CBA&#8221;, Oyuu observed.</h6>
<h6>Oyuu later added that these teachers were promoted to act in those positions because those areas were hard to staff and nobody was willing to go there. He further said that TSC was looking at the interest individual teachers had in line with serving under the acting capacity of administration in those areas until when the teacher attains the full grade of administration for full confirmation of the position the teacher was acting before.</h6>

<p><a href="https://newspro.co.ke/category/education/tsc-news/"><strong>TSC News Today</strong></a>: <strong>Teachers employed and Current serving on the newly introduced career progression guidelines rolled out by the Teachers Service Commission in 2017 have for over a long time had reason to smile today after details emerged about how their seemingly oppressive employer was humiliated in parliamentary sittings this week</strong>.</p>
<p>According to the Saturday Nation, the Teachers Service Commission has been accused of infringing on <a href="https://newspro.co.ke/category/education/tsc-news/"><strong>TSC</strong></a> teacher&#8217;s rights by forcing them to enroll, undertake and pay for the &#8220;mandatory&#8221; <a href="https://newspro.co.ke/category/education/tsc-news/"><strong>TSC TPD Training</strong></a> Modules without their consent.</p>
<p>According to verified reports at our disposal this morning, the Busia Member of Parliament Dr. Florence Mutual took to the stage to back up Akelo Misori&#8217;s proposal requesting for the suspension of the mandatory TSC TPD Modules that were meant to last a lifetime especially for newly recruited teachers. According to the honourable members of the national assembly, the roll out the TSC TPD modules is a duplication of in-service trainings for teachers.</p>
<p>Members of Parliament feel that it is better to have TPD incorporated into other TSC in-service training for teachers that are conducted from time to time to avoid burdening the ex-chequer which may be forced to allocate extra funds for the training.</p>
<p> ;</p>
<p>Besides, the cost of training is way to high for teachers who are currently paid a pittance in the name of salary. The training requires up to 30, 000 Kes. Given that teachers have not received any increment in the new 2021-2025 Collective Bargaining Agreement, CBA, it will be tricky for them to raise extra funds for the TPD training.</p>
<p> ;</p>
<p>The Teachers Service Commission also needs to appreciate the fact that teachers are human beings with various financial burdens to shoulder. Therefore, most of them have committed their salaries already.</p>
<h2><strong>Akelo Misori Tramples on TSC TPD Modules</strong></h2>
<p>Teachers employed by the Teachers Service Commission are a lucky lot to have one of their own representing them in the August house for the last five years.</p>

<p><span style="text-transform: initial;"> The Teachers Service Commission (TSC) has urged members of the Kenya Union of Post Primary Education Teachers (KUPPET) to reconsider its plans to down tools over the failure by the commission to review the 2021-2025 Collective Bargaining Agreement.</span></p>
<p>TSC cited “national interests” as justification for its decision.</p>
<p>In a letter addressed to KUPPET’s Secretary General Akello Misori, TSC said an industrial action would disrupt learning in the country and upcoming national examinations.</p>
<p>“As intimated in our letter of 20/1/2022, the Commission is currently consulting with the relevant government agencies before reverting to the Union with its clear position to pave way for bipartite negotiations,” TSC lawyer Calvin Anyuor said.</p>
<p>He added that all stakeholders needed to focus on the national exams set to commence in March to enable what he termed as a “seamless transition.”</p>
<p>“Any activity which may disrupt learning should be avoided at all costs,” he said.</p>
<p>He noted that the 2022 academic year is delicate with two national examinations slated for April and November respectively.</p>
<p>Assessments for grades 3, 4, 5 and 6 are also scheduled to take place during the year.</p>
<p>Anyuor said that the move was hasty and unjustified.</p>
<p>“The Commission regrets the tone of your letter and the threat to industrial action at this early stage. It is our very considered view that the same is not only premature but also unwarranted,” he said.</p>
<p>KUPPET Secretary General had written to the commission two days ago urging them to review the CBA owing to what he termed strong economic performance during the COVID-19 pandemic.</p>
<p>The Union expressed uncertainty about the possibility of their members getting their salaries reviewed.</p>
<p>“In light of this, the union is left with no option but to convene our organs to explore all avenues open to us in the quest for our members’ legitimate interests. As the Commission is well aware, the consequences of the remaining options may be dire,” KUPPET’s Secretary General Akello Misori said in a letter dated February 22.</p>

<p>This piece of crucial information became public after nominated and deregistered Orange Democratic Movement (ODM) Member of Parliament Wilson Sossion presented a petition to the parliamentary Education and Research Committee on Tuesday, February 22.</p>

<p>Sossion’s petition required the Teachers Service Commission Boss Dr.Nancy Macharia to offer an explanation as to why teachers who had sacrificed their resources and time to earn degrees and diplomas while still on the job were not yet promoted as per the current Career Progression Guidelines, CPGs.</p>
<p>The outspoken legislator and former teacher&#8217;s petition aimed at convincing <strong>TSC to revise their policies to allow for the promotion of teachers</strong> who successfully complete further studies thus earning <strong>higher qualifications</strong> from recognized institutions.</p>

<p>In response to the petition, committee chair Busia MP Florence Mutua stated that the petition raised important issues that needed to be discussed and addressed as soon as possible.</p>

<p>The current promotion scheme was implemented in 2015, after the commission abandoned the previous one, which was based on academic achievement. TSC then implemented the Career Progression Guidelines (CPGs), which focus on teachers’ performance in order to promote them.</p>

<p>Teachers Service Commission (TSC) has noted that technology will play a pivotal role in the delivery of the TPD will be based on Modular Approach. TPD will address Pedagogy and Content Knowledge (PACK) among other aspects/components in line with the approved Curriculum.</p>
<p>TSC boss Dr. Nancy Macharia said the ultimate objective of the TPD programme is to continuously develop and improve teachers’ skills, competencies and knowledge in line with the 21st Century core competencies aimed at enhancing the provision of quality education.</p>
<p>“The TPD programme targets to benefit all registered teachers in public and private primary, secondary and tertiary institutions in Kenya,” said Dr Nancy Macharia.</p>
<p>TPD programme will be organised in such a manner that each classroom teacher, primary school headteachers or high school principals and their deputies will be required to undertake at least one module per year.</p>

<p>For teachers, their modules shall include professionalism, pedagogy, Competence-Based Curriculum and Assessment, inclusive education practices, Comprehensive School Health and Safety, Instructional Leadership and Financial Literacy Skills.</p>
<p>Modules for heads of institutions shall include professionalism, Competence Based Curriculum and Assessment, leadership in high-quality instruction and assessment, professional learning environment, building a positive inclusive learning environment, comprehensive school health and financial literacy skills.</p>
<p>Teachers will be expected to undertake at least five modules during their teaching career and this is what will guide their career growth.</p>
<p>The move comes after TSC and Kenya National Union of Teachers (Knut) on Tuesday reached an agreement to end the four-year stalemate that hindered the implementation of the Teacher Professional Development (TPD) modules.</p>
<p>The harmony reached between the commission and Knut now gives the employer opportunity to start the training program and also implement career progression guidelines, which were the bone of contention between it and the union.</p>
<p><strong>TSC is now at liberty to sign a contract with training institutions to offer the Teacher Professional Development (TPD) programme.</strong></p>
