The Committee on Education chaired by Tinderet MP Hon Melly on Wednesday February 26, 2020, held a meeting with the Ministry of Education, TSC, and office of the Inspector General of Police, following an order by the speaker of the National Assembly last week. The meeting was held to address the recent massive transfers of teachers working in the North Easter Region following attacks by Militia Group, the Alshabaab. Here is an account of what happened during the meeting courtesy of http://educationnewshub.co.ke and the National Assembly press.
RESPONSES BY TSC
The Teacher’s Service Commission was first to respond to the Questions raised by the Wajir West MP Hon Ahmed Kolosh, who last week; on the floor of the house, sought explanations why TSC has been transferring Teachers from the Region.
Below were the responses from the TSC Boss Dr. Nancy Macharia;
Advertisements
Dr. Nancy Macharia; TSC Boss
“Even as we are accused of removing teachers from N.Eastern, we did our best to ensure that they worked there, and even interdicted (and later rehired) some who were not in line with their employment terms.”
“Between 2018 and 2020, there have been sporadic attacks on Non-local teachers by some Locals in these regions, causing the instability of their stay there.”
“I want to let you know that it’s only in the North Eastern region that the Recruitment of Teachers is open round the Year. And we have even reviewed some of our laws to accommodate the volatile situation.”
“We have no issues whatsoever with sending teachers to any part of this country, but their security and Wellbeing is a priority to us.”
“The Commission has taken various initiatives to help solve the stalemate, including engagement of Government Institutions, Political and Local leaders. Some of whom have dismissed the security concerns raised by the teachers.”
‘Since the beginning of attacks on teachers in N.E.R, the KNUT and KUPPET have piled pressure on us to transfer teachers from these regions,and even sponsored the teachers to file court cases against the Employer.”
“We have been portrayed as a heartless employer which has no regard for the wellbeing of our teachers in these regions, while in reality we have done our best to ensure their safety.”
“We are asking the Leaders of North Eastern region to help us in encouraging their locals who are trained teachers, to apply for teaching jobs in that region. And to encourage more of their people to train as teachers so they don’t need to demand for non-local teachers.”
“The continuous condemnation by local leaders on the transfer of teachers during attacks in the region have continued to cause panic among teachers left behind, who in turn, seek transfers too, in fear of their safety.”
“We have to emphasize here, that safety concerns of our teachers are of paramount importance to us as an employer, contrary to the misconception that we don’t care about their wellbeing once deployed to their stations of duty.”
“Teaching, like any other profession in this country, is a serious profession and if our teachers are to be marketable beyond our borders, we cannot lower our standards of qualification to be trained as a teacher.”
“I’m worried when its implied that we aren’t taking any affirmative action, we have done the best that we can to employ more teachers on Permanent and Pensionable basis almost immediately after graduation.”
FOR A COMPLETE GUIDE TO ALL SCHOOLS IN KENYA CLICK ON THE LINK BELOW;
Here is what the Inspector General of Police, Hillary Mutyambai, had to say;
Inspector General of Police, Hillary Mutyambai,
“We still have a big number of police officers in training, whom we hope to deploy to this region in the next two months. Despite the fact that we have also lost a very large number of police officers in the area, during our intervention.”
“This is a very comprehensive and complex situation that needs a partnership between the local leaders and security personnel to handle. The leaders must talk to their people.”
“As unfortunately implied by Hon Kolosh, to us, if a death occurs on the ground, it’s not a matter of a local police officer vs a non-local officer, it is our officer who is accorded the same treatment regardless of their origin.”
“Any insecurity cases facing teachers were, and have always been, communicated in real time. We have always advised accordingly.”
“The National Police Service only comes in to respond because the TSC has given Insecurity as one of the reasons why they’re transferring teachers from the North Eastern region.”
“The question on why teachers were running to the bush and not to the police stations, is a matter we cannot generalize. The police officers deployed to the region have given their best service to the people and should be acknowledged so.”
RESPONSE FORM EDUCATION CABINET SECRETARY, PROF. GEORGE MAGOHA
On his part Prof. George Magoha, Cabinet Secretary Ministry of Education, told the Legislators the following;
Prof. George Magoha, Cabinet Secretary Ministry of Education
“The Leadership of the Northern region should identify students fit to be trained as teachers, so they can be trained a soon as possible.”
“I am aware that there are 24,058 students in the North Eastern region who scored grade C plain and above. I dont see why we cannot train them to be teachers, to teach in their own locality.”
“Everything the MP who raised this question said is correct, except the omission of the fact that people died there, Kenyans died in the North Eastern region.”
While signing off Chair, Melly said; “We have heard the submissions of the Commission, the Ministry, and the I.G. We shall retreat to write our report on this matter as a Committee, bearing in mind all the issues presented before us today. In all, the Kenyan child is the priority in this matter.”
Julius Kibiwott Melly is the member of the National Assembly of Kenya for Tinderet

KIJABE BOYS HIGH SCHOOL’S BRIEF HISTORY
Kijabe Boys High School was established in 1939 when the Missionaries concerned with literacy began a form of teacher training. In the year 1950 Kijabe became a college for teachers before it was transformed into primary school for boys. In 1962 it was converted into a boarding high school for boys.
In 1957 a boarding primary school for girls was started and later changed into a boarding girl’s high school. In 1964 the girls and boys were amalgamated into one, which grew into a three-streamed school from form one to form six offering science, arts, and technical subjects. In 1987 the school was split into a boy’s high school and a girl’s high school.

Perhaps you have been tarmacking too long after graduating with your Diploma or Bachelors Degree in Education. Maybe your efforts to get employed by the Teachers Service Commission, TSC, have been in vain after attempting several times. And you are at the blink of giving up on the teaching profession. You are not alone my dear friend. There are thousands of graduate teachers out there who find themselves in this precarious situation. I met this graduate teacher, sometimes back, who was so desperate for TSC employment. The teacher was willing to pay the price if only there could be assurance of clinching that elusive TSC job. After many years of attending interviews, in vain, the teacher was so disappointed that all this while there was no chance of getting into the TSC payroll.
Many desperate graduate teachers have fallen prey to conmen and women who promise to deliver TSC employment leeters. Truth be told these fraudsters have no connections at the Commission and hence end up piling more misery on the desperate job seekers. The process of recruiting teachers in Kenya is crystal clear and in fact it is done in a transparent manner. The process is flawless and one is allowed to launch a complaint to the Commission head office if she/ he is shortchanged during the recruitment process.
FOR A COMPLETE GUIDE TO ALL SCHOOLS IN KENYA CLICK ON THE LINK BELOW;
But, did you know that you can enhance your chances of getting TSC employment ahead of your competitors? It is so easy. Consider the following and maximize your chances.
TSC MINIMUM REQUIREMENTS
Before you dive into the teaching profession, ensure that you have read and understood the current minimum requirements for one to be certified by TSC. For example, if you are intending to pursue a Bachelors of Education Degree Programme you must have scored a minimum of a C+ in each of the two teaching subjects you wish to teach at high school. This requirement has locked out many graduates. For instance, if want to be a Maths/ Physics Teacher then you must have a minimum of a C+ in each of these two subjects. Again, it is prudent that you choose your teaching subjects carefully.
Advertisements
In short, select the two subjects where you have performed well. This is because in case of a tie during the TSC recruitment interviews, then the panelists will consider the performance of the tying applicants at KCSE. For complete information on all the current TSC registration and recruitment guidelines, click on this link; New: Academic and Professional Requirements for Registration of Teachers.
SUBJECT COMBINATION
The subjects you choose to study at the university or college play a significant role in terms of how fast you will be absorbed by TSC. I never to to say this but some subjects are more marketable than others. This is simply because some subjects are flooded with unemployed graduates. Some of the most marketable subjects, currently, can be found on this link; Most Marketable TSC Subjects, Best TSC Employment Subjects, TSC employment readily availabe.
PERFORMANCE AT KCSE AND UNIVERSITY/ COLLEGE
Your KCSE mean grade sometimes come in handy during TSC recruitment sessions. In case two applicants tie, then the panelists will have a look at the candidate with stronger KCSE certificate. Strength of your diploma or degree certificate also plays a key role on the marks you garner, according to the latest TSC Recruitment guidelines and marking scheme.
PARTICIPATION IN CO-CURRICULAR ACTIVITIES.
Applicants who actively participate in Co-curricular activities have a upper hand in clinching TSC slots. Try to at least participate in one or two Co- curricular activities and ensure you are certified or given a recommendation letter to that effect.

BANDE GIRLS SECONDARY SCHOOL’S BASIC INFO & CONTACTS AT A GLANCE
In need of more information about the school? Worry not. Use any of the contacts below for inquiries and/ or clarifications. Here is a collation of the school’s basic details:
SCHOOL’S NAME: Bande Girls Secondary School
SCHOOL’S TYPE: Girls’ only boarding school
SCHOOL’S CATEGORY: Extra County school.
SCHOOL’S LEVEL: Secondary
SCHOOL’S KNEC CODE: 44729106
SCHOOL’S OWNERSHIP STATUS: Public/ Government owned
SCHOOL’S PHONE CONTACT: +254 0716147242
SCHOOL’S POSTAL ADDRESS: P.O Box 55, Othich Rakuom
The idea of Bande Girls Secondary School was birthed in1975 by Missionary Samuel Ochola who was inspired by Ngiya Girls as she did his Missionary work there. The idea was adopted by the community to address the need of girl-child education in Nyatike Sub-county. Girl-child education was a major challenge in the area that was considered to be a semi-arid area, with a high population of uneducated girl-child facing early pregnancies and early marriages.
The School experienced a lot of instabilities in the early years of its establishment due to frequent changes of school heads. It failed to pick up well and collapsed in 1978, but the vision persistently lingered with the community. In 1984, it was revived and headed by Mr. Ben Sewe Akello up to 1988. In 1989, two teachers who were the first TSC teachers were posted in the school under the new headship of Mr. Okoth Lawrence.
In 1989, Mr. Okinyi Richard took over the headship until 1997. By 1990, Missionary Samuel Ochola of CPK blessed the school officially under the name St. Samuel Ochola Bande Girls Secondary School, but was later registered as Bande Girls Secondary school. The first candidates in 1991 were 7 students who were hosted by Rabwao Mixed as an Exam Centre and performed exceptionally well. All these years the school was not fenced and had less security and poor infrastructure.
In 1997 Mrs. Oruwo took over the headship up to 2000, then Mrs. Mudis up to 2008. These frequent changes in headship further caused instabilities in the school. The school later stabilized in the year 2008 with Mrs. Hellen Otieno as the head. The school has gradually grown from single streamed to three streamed boarding girl-school and promoted from community (Harambee) school to the current status as an Extra-county school as it continued to excel in both Academics and co-curricular activities i.e. Music, Athletics and Netball where the school has been reaching Regional for a long period now.
The academic performance of the school has gradually increased with the best achievement being at a mean of 5.8 in 2013 with 20 students attaining university grades. In 2016 we produced the best student in Migori county who attained grade A-(minus) and is currently pursuing Medicine at JKUAT. Eighteen (18) other students have pursued various career degree courses in various universities. Over the years we have formed a strong base of successful alumni, who have made the school proud in various spectra of life.
In the past, majority of the students admitted into the school were from Migori County, and more specifically from Nyatike and with relatively average entry mark. However, with its elevation to extra-county status it now admits students from all counties across the county.
