Even as the Teachers Service Commission, TSC is planning to recruit 5000 teachers on Permanent and Pensionable Terms, there is a looming teacher shortage crisis as 30, 000 are set to exit service by December after attaining the retirement age.
The Teachers Service Commission has vowed to clean its payroll starting in July 2020. This move has attracted uproar from a section of teachers who feel that the TSC is being unfair given that they did not promote themselves.
The lists will help the TSC clean its payroll ahead of the July 2020 pay rise after details about irregular promotions of some teachers emerged.
According to the Commission, this will help promote efficiency in the appointment and deployment of administrators in public schools.
This is after the Commission discovered foul play in the manner in which some TSC promotions were conducted in 2017.
The Teachers Service Commission, TSC has issued a circular outlining the number of lessons that TSC-employed teachers in primary and public schools should handle in a week.
In its latest guidelines, the Commission has decentralized the role of appointing all primary and secondary school administrators (principals, deputies, heads, senior teachers, and masters) save for extra County and national schools.
This list will help the Commission determine schools that are overstaffed or those with senior teachers who are currently being underutilized for deployment purposes.
This list indicates the teacher’s name, designation, school name/ current work station, region, county, and sub-county.
The announcement by the teachers’ employer, TSC about the much anticipated July 2020 pay rise, however does not offer any hope for these tutors since their CBA was implemented in the first two phases only.
These tutors have been earning a basic salary of Kshs 41, 343-Kshs 51, 927. They will now enjoy higher monthly salaries with the lowest-paid teacher in this category earning Kshs 43, 154 while the highest-paid will now pocket Kshs 53, 943 effective July 2020.
It is now crystal clear that some teachers especially those in primary schools are staring at imminent huge salary cuts after they were irregularly promoted to grades with higher salary perks during the implementation of the 2017-2021 CBA.
