One thousand primary schools promoted by TSC, deployed to Secondary schools

The Teachers Service commission, TSC, has effected the promotions for 1,000 primary school teachers and posted them to secondary schools. This is good news for the teachers who had attained higher qualifications but still plying their trade at primary level.
 
  “I am pleased to inform you that your application for Appointment as a Secondary school Teacher II (T-scale 7) has been successful..” reads the appointment letter dispatched to one of the teachers.
 
The promoted teachers will have to report to their new stations between January 6, 2020 and January 20, 2020 after officially clearing from their current stations.
 
  To be considered for these promotions, one had to meet the following basic requirements:
  • Be Kenyan Citizens;
  • PI Certificate;
  • Bachelor’s Degree in Education with 2 teaching subjects;
  •  Must have minimum mean grade C+ (Plus) at Kenya Certificate of Secondary Education (KCSE) or its equivalent and minimum C+ (Plus) in the two teaching subjects.
  • Must be employees of the Teachers Service Commission (TSC).

According to the Commission, interested candidates under this category were required to submit their applications to the Secretary Teachers Service Commission through the online platform www.teachersonline.tsc.go.ke; not later than 30th August, 2019.
 
  Those Successful have now been appointed at T-Scale 7 (Grade C2) and posted to secondary schools where vacancies (in their subject combinations) existed.
 
  The good news to these teachers is that the new grades come with increased perks as they will earn between Sh34,955 and Sh43,694 per month. “Your allowances will be paid in accordance to your new grade and station,” adds the appointment letter.
 
 The appointment letters were written December 30, 2019 and dispatched to Counties for onward transmission to the teachers. The posting of the one thousand teachers to secondary schools will try to bridge the staff shortages; which has been worsened by influx on form ones under the government’s 100% transition policy.

List of TSC teachers who failed to declare wealth, to miss salaries

The Teachers Service Commission, TSC, has released a list of 3,500 teachers and staff who failed to file their 2019 wealth declarations. Via a circular dated April 14, 2020, the Commission boss says the said teachers and staff have been expunged from the TSC payroll until they meet certain set conditions. All TSC employees, just like other workers in the formal sector, were required to declare their 2017/2019 Income, Assets, and Liabilities by 31 December, 2019 through the TSC Wealth Declaration online portal.

“Over 3,500 employees (secretariat staff and teachers) did not declare their Wealth within the stipulated deadline. Consequently, the Commission has stopped the employees’ salaries for Non-Compliance from March and April 2020 payrolls,” says the TSC Boss.

The Kenyan law requires all public officers to declare their wealth; periodically. This declaration is made online and there are hefty penalties for officers who fail to declare their income, assets and liabilities within the stipulated time. According to the Public Ethics Act of 2003, It is mandatory for all public officers to declare their income, assets and liabilities once in every two years.

All teachers in employment of TSC are required to declare their Income, Assets and Liabilities. These include teachers on: Any kind of leave, Interdiction, Suspension or Sick leave.

About 40,000 teachers had not submitted their returns, online, by December 30, 2019. This prompted the Commission to extend the deadline by one more week. Those affected were given the grace period to file their data between 8th – 14th January, 2020.

For the teachers and staff to be reinstated into the TSC payroll they will be required to write an letter through their immediate Supervisor/Head teacher/Principal to explain why they did not adhere to the instructions to declare their wealth as stipulated in law.
“To fast track reinstatement, the letters be scanned and emailed to TSC headquarters with a covering letter listing the forwarded cases, by the TSC County Director,” says the Commission.
School heads must also give evidence that the teacher is indeed in active service.

“The Headteacher/Principal/Supervisor to confirm in writing that the employee has been in active service and /or has been teaching all along. The letter should be validated and forwarded to TSC Headquarters by the TSC County Director/TSC Sub-County,” adds the Commission.

Those affected will be hoping that the Commission will not take further action. This is because any teacher in the TSC employment who fails to submit a declaration or gives false or misleading information is liable to a fine of Kshs 1,000,000 or be imprisoned for a term not exceeding one year or both upon conviction.

TSC extends deadline for filing teachers’ 2019 term 3 Appraisal reports, TPAD

 The Teachers Service Commission, TSC, has extended the deadline for filing teachers’ term three (3) 2019 appraisal data. This is to allow teacher file their Teachers Performance Appraisal and Development (TPAD) data online.

TSC holds that teachers must continue uploading their performance appraisal data as per the Career Progression Guidelines. The Commission uses data captured on the TPAD system when considering teachers for promotions. Teachers who are yet to upload their data for term 3 now have until Monday 30th December, 2019 to do so. This is the deadline for both the Appraisee and Appraiser.

The Appraisee is the individual teacher while the Appraiser is the immediate Supervisor. For example, in a secondary school, the Appraisee is the classroom teacher while the Head of Department or the Deputy Principal is the Appraiser. Individual teachers log onto the sytem to fill in their self appraised data, while the Heads of Departments or Deputy Principals log onto the system to enter their data on the appraised teachers’ performance.

New System.

Meanwhile, TSC has created a new user friendly portal for capturing the appraisal data. The Commission has at the same time reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal.
To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.

Click on “create account”. You will get an sms code on your phone. The new TPAD system will be in force effective term three 2019.

The Committee on Education chaired by Tinderet MP Hon Melly on Wednesday February 26, 2020, held a meeting with the Ministry of Education, TSC, and office of the Inspector General of Police, following an order by the speaker of the National Assembly last week. The meeting was held to address the recent massive transfers of teachers working in the North Easter Region following attacks by Militia Group, the Alshabaab.   • “Even as we are accused of removing teachers from N.Eastern, we did our best to ensure that they worked there, and even interdicted (and later rehired) some who were not in line with their employment terms.”
  • “Between 2018 and 2020, there have been sporadic attacks on Non-local teachers by some Locals in these regions, causing the instability of their stay there.”
  • “I want to let you know that it’s only in the North Eastern region that the Recruitment of Teachers is open round the Year. And we have even reviewed some of our laws to accommodate the volatile situation.”
  • “We have no issues whatsoever with sending teachers to any part of this country, but their security and Wellbeing is a priority to us.”

  • “The continuous condemnation by local leaders on the transfer of teachers during attacks in the region have continued to cause panic among teachers left behind, who in turn, seek transfers too, in fear of their safety.”
  • “We have to emphasize here, that safety concerns of our teachers are of paramount importance to us as an employer, contrary to the misconception that we don’t care about their wellbeing once deployed to their stations of duty.”
  • “Teaching, like any other profession in this country, is a serious profession and if our teachers are to be marketable beyond our borders, we cannot lower our standards of qualification to be trained as a teacher.”
  • “I’m worried when its implied that we aren’t taking any affirmative action, we have done the best that we can to employ more teachers on Permanent and Pensionable basis almost immediately after graduation.”

On his part Prof. George Magoha, Cabinet Secretary Ministry of Education, told the Legislators the following;

  • “The Leadership of the Northern region should identify students fit to be trained as teachers, so they can be trained a soon as possible.”
  • “I am aware that there are 24,058 students in the North Eastern region who scored grade C plain and above. I dont see why we cannot train them to be teachers, to teach in their own locality.”
  • “Everything the MP who raised this question said is correct, except the omission of the fact that people died there, Kenyans died in the North Eastern region.”

While signing off Chair, Melly said; “We have heard the submissions of the Commission, the Ministry, and the I.G. We shall retreat to write our report on this matter as a Committee, bearing in mind all the issues presented before us today. In all, the Kenyan child is the priority in this matter.”

List of delocalized, transferred teachers per County in December, 2019- Kisii

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. In Kisii County, a total of fifty (50) teachers have been moved to neighbouring counties. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

TSC resolves Date of Birth problems for those applying for advertised vacancies online

The Teachers Service Commission, TSC, has moved to help teachers experiencing problems during online applications for the advertised vacancies. Some applicants have been unable to file their applications due to errors on the TSC online system. Most prominent are errors on the new applicants’ dates of birth; being captured as 1970.

Other errors experienced are on Names and TSC Numbers.

“Some teachers could be experiencing problems that include date of birth and subject combinations while carrying out online job application. If such challenges affect you, please fill in your details in the link provided here and submit.” Reads a presser by the Commission.

HOW TO HAVE CORRECTIONS DONE ON YOUR DATA.

To have the errors corrected;

  1. Visit the TSC portal TSC error reporting platform
  2. Choose the problem you are experiencing; Date of Birth, Name, TSC Number or any other.
  3. Next, enter your Surname, First Name, TSC Number and ID Number and all the other mandatory details.
  4. Choose school category, primary teaching subjects (for primary school teachers) and Secondary teaching subjects.
  5. Click Submit when done.

But, did you know that you can enhance your chances of getting TSC employment ahead of your competitors? It is so easy. Consider the following and maximize your chances.

TSC MINIMUM REQUIREMENTS

Before you dive into the teaching profession, ensure that you have read and understood the current minimum requirements for one to be certified by TSC. For example, if you are intending to pursue a Bachelors of Education Degree Programme you must have scored a minimum of a C+ in each of the two teaching subjects you wish to teach at high school. This requirement has locked out many graduates. For instance, if want to be a Maths/ Physics Teacher then you must have a minimum of a C+ in each of these two subjects. Again, it is prudent that you choose your teaching subjects carefully.

In short, select the two subjects where you have performed well. This is because in case of a tie during the TSC recruitment interviews, then the panelists will consider the performance of the tying applicants at KCSE. SUBJECT COMBINATION

The subjects you choose to study at the university or college play a significant role in terms of how fast you will be absorbed by TSC. I never to to say this but some subjects are more marketable than others. This is simply because some subjects are flooded with unemployed graduates. PERFORMANCE AT KCSE AND UNIVERSITY/ COLLEGE

Your KCSE mean grade sometimes come in handy during TSC recruitment sessions. In case two applicants tie, then the panelists will have a look at the candidate with stronger KCSE certificate. Unfortunately, or fortunately I should say, the current TSC recruitment guidelines and marking scheme favours graduates who have stayed out longer. The longer you stay out the more marks you are awarded.

Return all the transferred non-local teachers from Garissa over insecurity- TSC asked

The Teachers Service Commission, TSC, has been asked to revoke the recent transfers of all non-local teachers from Garissa over insecurity. Ijara Constituency Member of Parliament Hon.Sophia Abdi Noor has castigated the Commission for taking unilateral decisions by transferring the teachers and leaving learners from the North Eastern Region unattended.

“I have today (Tuesday February 4, 2020) joined my fellow leaders from,Garissa, Wajir and Mandera to discuss the insecurity in the region and the mass exodus of the teachers from the region initiated by the TSC unilaterally without consulting the leadership and even their agents in the field. Whereas we condemn in the strongest possible terms the inhuman acts of terror we as a country should not have fallen into their traps by transferring all the TSC teachers in the region without replacement and in the process creating an educational crisis. We are strongly asking the TSC to revoke all the transfers immediately,” says Hon Abdi.

This comes after TSC announced the transfers of all non-local teachers from Garissa County over insecurity related issues. The Commission is at the same time processing the transfers of teachers working in Mandera and Wajir counties. The transfers have been occasioned by the constant attacks from the terror group Al-Shabaab. The group has been unleashing terror attacks on the non local teachers since 2018.

But, the Legislator now says the local leaders will work closely with the communities’ members to ensure security of the teachers. “On our part as leaders we will encourage our communities to share timely information and intelligence with our security forces so that we can secure our borders,” She adds.

Angry ijara residents have been staging protests (since Monday) over the mass transfers of the teachers from the area.
“The Ijara residents express their disappointment and dissatisfaction with the Commission and the Government in general. While the residents already suffer greatly in the hands of the outlawed terrorist group, the reactive decisions often made rub salt onto the wound,” Hon Abdi explains.

The MP is said to have allegedly stormed the local TSC office and locked it on Monday.

According to her, Parents are worried that the TSC’s decision to transfer teachers will only worsen the already dire education and security situation as idle children will now be exposed to radicalization. She says the decision will further encourage the terror groups in conducting more heinous attacks as the Government now appears “ weak.”

Teachers who have fled the region have vowed never to go back.

List of Shortlisted candidates for 2019 TSC Teacher Internship vacancies; Nakuru County, Naivasha

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate

List of transferred, delocalized Head Teachers in Nyamira County; December 2019

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. A total of thirteen (13) head teachers have been moved in Nyamira County. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

New TPAD 2 Lesson Attendance Summary Sheet: Free Form Download

The Teachers Service Commission, TSC, expects tutors to teach a minimum of twenty seven (27) lessons per week. This, though, depends on individual school’s Curriculum Based Establishment. Consequently, different teachers plying their trade in various schools have varied numbers of lessons per week. This is also due to variations in staffing at different learning institutions. A teacher (secondary school level) at the same time is expected to teach two subjects; expect those handling subjects like English.

The teachers are appraised under the Career Progression Guidelines (CPG) by using the Teacher Performance Appraisal and Development (TPAD) tool. The Commission has developed a lesson attendance monitoring tool referred to as ‘TPAD Lesson Attendance Summary Sheet’. This form is to be filled weekly by the teacher’s appraiser.

This sheet is used to capture the name of teacher, Number of lessons expected to be taught per week, the actual number of lessons taught and number of lessons recovered. Lessons can be missed whenever a teacher is away on official duty or permission. The lost time can be recovered during remedials as may be arranged by the teacher.

Information recorded on this sheet is used to update the teacher’s TPAD data.

The Teachers Service Commission, TSC, has created a new Teacher Performance Appraisal and Development (TPAD 2) portal. The new TPAD will make it easier for teachers to upload their appraisal data in a flawless manner. The Commission has at the same time classified the roles of the teachers, School Heads and Deputy Heads of Institutions. There are three separate portals for the Teachers, Deputy Head and Head of Institution.

ROLES OF THE TEACHERS IN THE NEW TPAD 

Each teacher will be expected to do a self appraisal in the various areas, create an appraisal and upload the data online.

ROLES OF THE PRINCIPALS IN THE NEW TPAD

The school Head has been assigned the following roles in the new TPAD:

  1. Ensuring all the teachers have been captured on the Teachers Management Information System, TMIS, and Activating all teachers on TPAD.
  2. Training the New teachers and all teachers on the new TPAD.
  3. Expunging teachers who have left an institution from both TMIS and TPAD.
  4. Overseeing the whole appraisal process at school level.
  5. Appraise the Deputy Head/ Principal at school level. This should be done via scheduled appraisal meetings.
  6. Arbitrate and countersign all appraisal forms for teachers; including that of the Deputy Head.

ROLES OF THE DEPUTY HEAD/ PRINCIPAL IN THE NEW TPAD

The Deputy Head of Institution has been assigned the following responsibilities:

  1. Updating teachers’ weekly lesson attendance registers.
  2. Appraise all Heads of Departments (HODs) and Classroom Teachers via scheduled Appraisal meetings.
  3. Observing all Heads of Departments (HODs) and Classroom Teachers as they execute their duties.
THE NEW TPAD TOOL

Whereas the old TPAD had seven (7) areas, the new TPAD tool/ form has five (5) standards/ areas: 

  1. Professional Knowledge and Practice
  2. Comprehensive Learning Environment
  3. Teacher Professional Development
  4. Teacher Conduct and Professionalism
  5. Participation in Professional Learning Community
HOW TO CREATE A NEW TPAD ACCOUNT

To create a new TPAD account takes a short time and easy. Follow the steps below:

  1. Click on https://tpad2.tsc.go.ke/auth/create_account to access the new account creation portal.
  2. Click on ‘Create’ Once done.
  3. A success message is shown and you will receive SMS token on your phone within a  short time.
  4. Enter the Code received via SMS and click on ‘Verify Token’. This completes the registration process.
Adding your Bio Data.

Next, you need to add your level of Education and subject combination details.

  1. Add your information: Bio/ Institution Information, Contact Information.
  2. Select ‘Subjects Combination’ and add your teaching subjects. Select your subjects combinations from the list and click on ‘Submit’ when done.
  3. Then, click on ‘Level of Education’ to add details. Select your KCSE grade, Highest level of Education and Institution of Study. Next, click on Submit.

Proceeding to Login and Filing Appraisal data

  1. Click on the tab ‘Proceed to Login’; highlighted in green
  2. Enter your TSC Number, ID Number, Password and click on the verification box at the bottom. Then, click on Log in to access the Teacher’s Portal Dashboard.
  3. Click on ‘Start Appraisal’. Next, click on ‘Create New Appraisal’. The default year is 2019 and term three for the term.
  4. Select Eligibility and click on ‘Save Appraisal’. A success message will be displayed on your screen.
TEACHERS’ PORTAL
The Teachers’ portal/ Dashboard contains:
  1. Self Appraisal with sections; Lesson Observation and Self Assessment.
  2. Teacher Professional Development.

To carry-out Self Appraisal;

  • Click on Self Assessment
  • Followed by Create New Appraisal.
  • Enter Appraisal Details: Year, Term.
  • Click on ‘Save Appraisal’ then ‘Close’.
THE DEPUTY HEAD’S PORTAL

This portal contains such details as:

  1. Self Appraisal; Lesson Observation, Self Assessment
  2. Appraiser Appraisals; Pending Appraisals, Scheduled Appraisal Meetings, Weekly Lesson Observation..
  3. Teacher Professional Development, TPD.
  4. Appraisal Reports: Standard reports, PM Based Reports…
THE HEAD OF INSTITUTION’S PORTAL

The Head of Head of Institution’s Portal has the following six (6) areas:

  1. Appraisals; Self Appraisal, Appraiser Appraisal and Institution’s Appraisals.

  3. TPD: TPD modules, TPAD TPD and Institution TPD
  4. Performance Contracting,PC
