An examination of the 2022 Budget Policy Statement (BPS) for the education sector reveals no provision for a pay increase for teachers.

 

According to the report, which was presented to the National Assembly’s Committee on Education and Research by the Parliamentary Budget Office, the Teachers Service Commission (TSC) intends to use its increased allocation of Sh15 billion to employ 13,000 secondary school teachers and 9,000 interns to deal with exits and the expected increase in enrolment when the junior secondary is implemented in January 2023.

 

This is bad news for teachers who were hoping for a new collective bargaining agreement (CBA) from their employer. When TSC CEO Nancy Macharia appeared before a parliamentary committee last week to discuss their budget proposals, the issue of renegotiating the CBA was not raised.

 

 

 

 

She informed MPs that allocations for other critical areas such as teacher promotion through competitive selection, the roll-out of a national biometric enrolment and validation system, and gratuity payments to 3,358 contract tutors in northern Kenya had not been factored in.

“The commission would appreciate [Parliament’s help] for these areas to receive some allocation,” she said.

 

This comes at a time when the Kenya National Union of Teachers (KNUT) and the Kenya Union of Post Primary Education Teachers (KUPPET) have engaged their employer in life-or-death negotiations to avoid a strike that could disrupt national exams next month.

 

Teachers Updates understands that Kuppet’s National Executive Committee (NEC) met in Nairobi yesterday. Knut also intends to renegotiate its CBA in order to include monetary benefits. They are requesting a pay increase of between 15% and 20%.

 

Kuppet on its part is demanding that the lowest-paid teacher’s basic monthly salary be increased from Sh34,955 to Sh59,425 and the highest-paid teacher’s salary increase from Sh118,242 to Sh153,715.

 

It also wants to raise the commuter allowance for lower cadre teachers from Sh5,000 to Sh8,500, and for higher paid tutors from Sh16,000 to Sh20,000.
