<h3><span style="color: #ff00ff;"><strong>1200 Senior Teachers up for promotion following TSC Announcement</strong></span></h3>
<h3><span style="color: #ff00ff;"><strong>The Teachers Service Commission has announced promotions for 1200 senior teachers. This is in line with the Career Progression for Teachers (CPG).</strong></span></h3>
<p><strong>Senior teachers include; Principals, Deputy Principals, Senior masters, Head teachers, Deputy Head teachers, Curriculum support officers, Senior teachers and Senior lecturers. The vacancies will cover all of the above mentioned as stated by Secretary Dr. Nancy Macharia.The commission’s plan to recruit more 1,300 secondary teachers, senior masters, deputy principals, primary teachers, senior teachers, deputy head teachers and head teachers in line with CPG for teachers in Arid and Semi-Arid Lands (ASALs) and hard to staff areas.</strong></p>
<p>Those to be recruited include; 53 chief principals, 51 senior principals, 49 principals, 33 deputy principal I and 15 deputy principal II, 233 deputy head teacher II, senior teacher I and senior teacher II respectively.</p>
<p>“Interested candidates, who meet the required qualifications should submit their applications through the online TSC portal so as to be received on or before September 28. Manual application will not be considered,” said Macharia in a public notice yesterday.</p>

<p>Intern teachers</p>
<p>TSC also invited applications for recruitment of 1,995 intern teachers. The posts mentioned by Dr. Macharia include 1,038 for primary and 957 for secondary schools.<br />
Intern teachers are required to upload valid copies of letter of appointment to the current grade and responsibility, certificate of good conduct from the Directorate of Criminal Investigations as well as clearance certificate from Higher Education Loans Board, Ethics and Anti-corruption Commission, Credit Reference Bureau and Kenya Revenue Authority.</p>
<p>In a public notice, Macharia said, “The teacher internship is a one year program meant to equip and sustain competencies of persons entering the teaching service.”</p>
<p>Macharia said that intern teachers attached to primary schools will have a monthly salary of Ksh.15,000 while those in secondary schools will receive Ksh.20,000, which will be paid subject to statutory deductions, where applicable.</p>
<p>After completing the internship, teachers will be awarded a certificate.</p>
<p>The following are the requirements for intern teachers;</p>
<p>Applicants must be registered with TSC<br />
Must be a holder of p1 certificate for primary school teachers<br />
A minimum of a diploma in education certificate for secondary school teachers.<br />
Original academic and professional certificates and should not have been in previous employment with TSC as a teacher on permanent terms.<br />
Intern teachers must be ready to work in any part of the country as TSC will be randomly posting them in any part of the country. They must also have their personal accident cover as TSC will not cover them during the internship period.</p>
<p>Once the online application is done, a merit list for intern teachers will be generated by county directors between September 28th- 30th.</p>
<p>The county selection will then follow from October 8th-15th and the final list will be presented to TSC for final vetting. After this, there will be vetting and handling of complaints at county level between October 21st- 29th.</p>
<p>Later, between November 15th- 19th, there will be signing and issuance of internship agreement and offer of internship letters. The interns will then report to schools on January 3, next year.</p>

<p><span style="color: #ff00ff;"><strong>TSC letters for promoted teachers (2021) Dispatched</strong></span></h3>
<p>The Teachers Service Commission, TSC has finally honoured its pledge to fast track the 2021 TSC Promotions following the dispatchment of appointment letters for 16, 152 successful teachers this year.</p>
<p>The release of the TSC Promotions Interviews Results via an official TSC Circular has smitten the hearts of many teachers especially classroom teachers who had stagnated in Job Group L, C3 for over 10 years.</p>
<p>The 6,680 lucky teachers will henceforth be reporting back to school loaded with new responsibilities but packed with fatter payslips after they received their appointment letters approving their higher Cadres.</p>
<h3><span style="color: #ff00ff;"><strong> TSC Promotion Lists and Letters (2021)</strong></span></h3>
<p>You might be wondering why TSC Promotions Letters are the centre of attention this year.</p>
<p>Just to give you some background knowledge, it is important to note that the 2021 TSC Promotions are one of a kind.</p>
<p>Unlike previous Promotions for teachers, the Teachers Service Commission advertised the highest number of vacancies in 2021.</p>
<p>Teachers who came through during the interviews will be expected to bridge the administrative gap experienced in the vast majority of schools.</p>
<p>For the first time, the Commission advertised more vacancies for senior teachers and masters in Grade C4 which is an entry grade for school administrators.</p>
<p>A total of 6,680 teachers were lucky to enter this admistrative grade with a salary range of over 600,000 per annum.</p>
<h3><strong><span style="color: #ff00ff;">TSC Promotions Criteria 2021</span></strong></h3>
<p>From the data at our disposal it seems that the Commission took into account length of stay besides other factors such as affirmative action and regional balance.</p>
<p>This is simply because the vast majority of teachers who got promoted to C4 had overstayed in Job Group L without any prospects of Promotions forthcoming.</p>
<p>Now that they have received their appointment letters, they are assured of a brighter future in as far as matters career progression is concerned.</p>
<h4><strong><span style="color: #ff00ff;">New T-Scales for Promoted TSC Teachers in 2021</span></strong></h4>
<p><span style="text-transform: initial;">Some of the letters at our disposal are those for C3 teachers (formerly job group L) who have now be promoted to grade C4 (Senior Master IV; T-Scale 9).</span></p>
<p>A total of 6,680 teachers were promoted to grade C4 (Senior Master IV). The promotion letters are being dispatched by the TSC through the respective TSC County Directors.</p>
<p>The promotion letters were written on 5th May, 2021.</p>

<h3><strong><span style="color: #ff00ff;">New salary scales for promoted teachers</span></strong></h3>
<p>The teachers’ effective promotion date is 2nd March, 2021. This means that they will get a salary increment from this date onwards. The teachers will now earn a monthly basic salary of between Sh52,308 and Sh55,604.</p>

Further to your application for appointment to the grade of Senior Master IV (CA/T- Scale 9), and subsequent interview, I am pleased to inform you that you were successful.</h4>
<p>Accordingly, the Commission has appointed you as Senior Master IV (C4/T-Scale 9) with effect from 2nd March, 2021 and retained in your current station.</p>
<p>The salary attached to this grade is Ksh.627,696- Ksh.667248 per annum.</p>
<p>Your performance will be evaluated based on the annual performance targets in the performance contracting and/or appraisal instruments. Accordingly, your attention is drawn to the provisions of Regulation 54 of the Code of Regulations for Teachers (2015)</p>
<h3><span style="color: #ff00ff;"><strong>New Duties and Responsibilities for TSC Promoted Teachers in May 2021</strong></span></h3>
<p>Your duties and responsibilities at this level shall be guided by the provisions of the Teachers Service Commission Act (2012), Code of Regulations for Teachers (2015), Code of Conduct and Ethics for Teachers (2015), Career Progression Guidelines for Teachers (2018) and any other Legislative instruments, Policies and Administrative Circulars issued by the Commission from time to time.</p>

<h5><span style="color: #ff00ff;"><strong>TSC Latest News on the 2021-2025 Teachers&#8217; CBA; Newly Appointed TSC Chair Jamleck Muturi&#8217;s Promise about the Implementation of the 2021-2025 CBA</strong></span></h5>
<p>Jamleck Muturi, the newly appointed Teachers Service Commission Chairperson once again promised to implement Teachers&#8217; Collective Bargaining Agreement CBA in full.</p>
<p>He further noted that TSC teachers&#8217; welfare should be prioritized since they do need motivation to exercise theiduties well.</p>
<p>&#8220;For the teachers to do their work well they should be motivated,&#8221; he said.</p>
<p>Muturi who recently assumed office taking over from his predecessor Lydia Nzomo who left office last year seems committed to fight for the well being of TSC employees.</p>
<p>Muturi&#8217;s statement comes at a time when teachers&#8217; unions, the Kenya Union of Teachers KNUT is engaged in endless tussles with the Commission over the unfair implementation of the 2017-2021 CBA and the introduction of Career Progression Guidelines by the commission.</p>
<p>KNUT is strongly opposed to the introduction of Career Progression Guidelines which replaced the old Schemes of Service being used to promote TSC teachers to higher job groups.</p>
<p>Muturi is therefore expected to handle the elephant in the room that has been the cause of endless court battles between the union and the TSC, affecting the the membership of the Union and its operations.</p>
<p>Muturi further said he will seek to improve teachers&#8217; quality just like any other professionals by providing post College training for teachers in order to horn their teaching skills.</p>
<p>&#8220;This is important for us to bring dignity back to the teaching profession and I will engage all parties involved and address the contentious issues.&#8221;</p>
<h4><strong>Details on the Kuppet-TSC Retreat at Naivasha Sawela Hotel between March 14 to March 18, 2021 aimed at solving the stalemate surrounding the New CBA 2021-2025</strong></h4>
<p>KUPPET recently held a seemingly fruitful retreat at Naivasha to resolve challenges posed by the current CBA 2016-2021 and review the status of negotiations on the new one for 2021-2016.</p>
<p>During the retreat, several issues were addressed bordering on the true worth of classroom teachers without administrative roles, stagnation of teachers at grade C3, Promotion of TTC Teachers, Maternity Leave for TSC intern teachers, and the career path for diploma teachers.</p>
<h4 style="text-align: left;"><strong>Below is a quick break-down of the list of issues that the 2021-2025 Teachers&#8217; CBA Seeks to Address </strong></h4>
<p><strong>List of Issues to be addressed by the 2021-2025 TSC- KUPPET CBA</strong></p>
<p>1. <strong>TSC Maternity Leave</strong></p>
<p>The 2021-2025 TSC- KUPPET CBA will pave way for Application for TSC Maternity Leave by currently serving TSC Intern teachers.</p>
<p>This therefore means that the Commission will be forced to broaden its contract terms for intern teachers to accommodate this new provision.</p>
<p>2. <strong>Master&#8217;s degree requirement for TSC Promotions</strong></p>
<p>The new CBA will also see the Commission suspend the Master&#8217;s degree mandatory requirement for Principals or other promotions for teachers.</p>
<p>This is in line with the requirement of a master&#8217;s degree for Promotions at job group P and above.</p>
<p>Consequently, post graduate qualifications shall be treated as added advantage as opposed to a mandatory requirement for Promotions within the teaching service.</p>
<p>The union however demanded for a Post graduate allowance for teachers with master&#8217;s and PhD degrees irrespective of their job descriptions.</p>
<p>3. <strong>AON Minet Medical Cover for Teachers</strong></p>
<p>The union demanded for an inter-parties&#8217; meeting between KUPPET, TSC and AON representatives to address the numerous challenges that teachers face while seeking health care in AON Minet Hospitals.</p>
<p>4. <strong>Deployment of P1 Graduate Teachers to Secondary Schools</strong></p>
<p>The Commission agreed to promote an average of 1000 P1 teachers with degrees and deploy them to secondary schools in readiness for the full roll-out of the new Competency-based curriculum, CBC.</p>
<p>The Teachers must however meet the minimum requirements that is KCse mean grade of C+ plus and above and C+ in the two subject areas of specialty.</p>
<p>5. <strong>TSC Promotions for C3 Teachers</strong></p>
<p>The new job re-evaluation by SRC in 2021 will see the establishment of better promotional opportunities for C3 teachers in C4.</p>
<p>The Commission in 2021 advertised 6,680 vacancies for the promotional grade C4 as the first step towards officiating C4 as a promotional grade accessible to deserving TSC teachers.</p>
<h5>6. <strong>Classroom Teachers&#8217; Worth in new TSC CBA 2021-2025</strong></h5>
<p>New job descriptions have been introduced by SRC&#8217;s 2021 job evaluation to appreciate and reward the true worth of classroom teachers.</p>
<p>There are up to 30 new roles including Class management and outdoor activities that will set the pace for a pay rise for classroom teachers.</p>
