More school fees awaits parents next year if CS Magoha’s proposals are adopted 

The latest raft of proposals by CS Magoha may see parents pay more in school fees when schools reopen in January next year.

The proposals seem to have passed on the Covid 19 burden to the parents.

” Life won’t be normal again. We will have to ensure we maintain social distancing at all costs maybe until we receive the vaccine. Parents, teachers and learners should be prepared for drastic changes,” said Professor Magoha yesterday.

The proposals are contained in a document dubbed  Guidelines on Health and Safety Protocols for Reopening of Basic Education Institutions.

Key among them is the planned closure of some schools permanently so that the government can focus on day schooling as opposed to boarding.

The CS further argued that boarding school should only be considered for students who travel from far.

Consequently, parents should be prepared to transfer learners to neighbouring schools as a plan B.

The document also wants all schools to ensure learners have access to handwashing facilities, face masks, thermoguns, disinfectants and more toilets and bathrooms.

All classes and lecture halls must have running water.

In order to achieve social distancing which necessitated a prolonged closure of schools, the CS proposed to have makeshift classrooms in cases where teachers can teleconference to ease congestion.

All subordinate staff will be provided with personal protective gear. Those at the kitchen department will need clearance certificates before handling food.

Learners should also shun away from any form of sharing be it books, pens or personal items such as school attire.

Schools will also have to be subjected to mandatory inspection by MoH and education ministry officials.

The implementation of these proposals will cost billions. The CS has therefore implored upon parents to sacrifice for the sake of their children.

” Parents, schools and the government will have to dig deeper into their pockets. All the proposals will cost billions but we have to sacrifice for the sake of our children, ” said KUPPET secretary general Akello Misori in an interview.

The Kenya National Union of Teachers Secretary General Mr Wilson Session has however asked the fovergover to meet the cost of implementing the proposals in stead of overburdening parents whose resources are already overstretched.

Professor George Magoha has ordered all primary and secondary schools to refund school fees for the second and third term to all parents who had paid in time.

Speaking on Wednesday during a press briefing at the KICD headquarters, the CS also added that schools are however free to liaise with the affected parents to have the fee recovered when schools reopen so that the parents will not have to pay again.

This move follows CS Magoha’s announcement that the 2020 academic calendar will be considered lost hence done away with and all learners will have to repeat their classes in the year 2021.

KCSE AND KCPE EXAMS

The CS also canceled the 2020 Kenya Certificate of Secondary Education, KCSE, and the Kenya Certificate of Primary Education, KCPE national tests.

This, therefore, means that candidates will have to sit their exams at the end of the year 2021.

CS Magoha’s verdict yesterday does not augur well especially for learners who hail from disadvantaged backgrounds. For such learners, school is the safest home for them and now that they will be forced to stay at home, many of them are likely to become disillusioned and lose track of their life before the year  2021.

Some 4, 000 schoolgirls in Machakos County have already been reported pregnant while school-going boys have been caught in a web of drugs and crime.

CS Magoha warns School Heads against increasing School Fees ahead of the 2020 October Schools Re-opening

Education Cabinet Secretary Professor George Magoha has issued a stern warning to school heads against corruption, lack of accountability and arbitrary increase of school fees when schools re-open in October.

On the same note, the CS further directed head teachers to consult Parents Teachers Associations, PTAs before interfering with the  official school fee structure.

This warning follows a public outcry about the chances of school heads hiking fees after a long break occasioned by the coronaviruS pandemic that left many schools’ infrastructure dilapidated.

“The problem with our learning institutions has been lack of accountability and corruption. It is unlawful for principals to arbitrarily charge extra fees,” he noted.

The CS was speaking in Kinango sub-County, Kwale, yesterday where he issued a cheque worth Sh50 million gifted to Kwale Teachers’ Training College project by President Uhuru Kenyatta.

Gracing the occasion was Kwale Governor Salim Mvurya and his deputy Fatuma Achani who  complained to the CS that the county was sponsoring 4,800 needy students in national high schools which kept on hiking fees.

Mvurya called on the CS to intervene saying some school heads were “undermining his county’s Sh 400 million bursary programme by hiking fees”

“We develop our bursary programme based on the official government fees structures, anything besides that can attract audit queries,” Achani noted.

“It is a dilemma for the students on full bursary,” he added.

At the same time, the CS assured leaders in the counties that the Sh1.9 billion school desks programme would benefit jua kali artisans throughout the country.

Kazi Mtaani Youth to Clean and Prepare Schools Ahead of Reopening

Kwale county commissioner Karuku Ngumo said Kazi Mtaani programme youth will be employed clean and prepare schools for re-opening.

The county has built 469 early childhood development centres and employed 772 teachers.
