    TSC demotions underway as Commission detects foul play in 2017 TSC Promotions for School Administrators

    TSC demotions, Salary Recoveries underway as Commission detects foul play in 2017 TSC promotions for school administrators

    The Teachers Service Commission, TSC has ordered a recount of all primary and secondary school administrators before the June 30, 2020 deadline.

    This is after the Commission discovered foul play in the manner in which some TSC promotions were conducted in 2017.

    According to TSC data, some school administrators especially those in primary schools were erroneously promoted to senior ranks prompting irregular conversations in their T-Scales.

    Now that the Commission has directed a fresh recount of all school administrators in Kenya, tutors whose promotions were irregular should brace for tougher times ahead.

    It is obvious that TSC demotions are now imminent. The worst part of it all is the fact that some of these teachers had already gotten used to the sedentary lifestyle that comes with the higher salary perks.

    Higher salaries

    This shocking revelation comes barely three weeks to the implementation of the last phase of the Central Bargaining Agreement, CBA that is scheduled to take place in July 2020.

    This final phase of the 54 billion CBA will see over 100, 000 school administrators enjoy higher salaries.

    TSC CBA for regular classroom Teachers was implemented in two phases only.

    TSC TO RECOVER SALARIES IRREGULARLY PAID TO TEACHERS

    Given the sensitive nature of this matter, all TSC County directors of education have now been directed to conduct a fresh recount of all school administrators and present the data before June 30, 2020.

    The Commission is also planning to recover hefty salaries paid to these teachers starting July.

    WHAT HAPPENS TO SALARIES RECOVERED BY TSC; A DISSECTION OF THE TSC RETURNED SALARIES, OVERPAYMENT; TSC NEWS ON SALARIES

    It is now in the public domain that the Teachers Service Commission, TSC is planning to recover hefty salaries that were paid irregularly for the last three years to teachers promoted erroneously in 2017.

    According to TSC Boss Dr. Nancy Macharia, the Commission will start recovering overpaid salaries in July 2020.

    CONDITIONS FOR RECOVERING OVERPAID SALARIES BY TSC

    Salaries can be returned to the Commission due to closure of the current bank account before the new one is operational and if the salary is recalled by the Commission.

    Any returned salary should be claimed in writing through the head of the institution.

     

    RECOVERY OF TSC OVERPAYMENT

    A TSC overpayment constitutes government liability whose recovery takes priority over all other deductions on the payroll.

    A TSC overpayment can be recovered as follows:

    In the case of reinstatement, the outstanding overpayment shall be paid in full.

    In case of retirement or death, any government liability is recovered in full from pension benefits or gratuity.
