TSC News: The Teachers Service Commission, TSC, has introduced new job groups in a bid to address stagnation of teachers in same job grades. According to the latest news from the Commission, teachers who may not wish to rise up to administrative grades will have a chance to be promoted. This is after the Commission decided not to peg promotions on the number of available administrative positions. The administrative include Principals, Deputy Principals, Senior Masters, Head Teachers, Deputy Headteachers and Senior Masters.
The introduction of the Career Progression Guidelines (CPG) in 2018 has seen stagnation of teachers as it pegged promotions on available positions.
“We extend our apologies to teachers and the nation for the negative outcomes resulting from the implementation of the Career Progression Guidelines. While introduced with reformative intentions, the CPG framework has inadvertently led to the stagnation of thousands of teachers.” Says a memo from the Teachers’ employer.

The Commission now says the CPG will be reviewed to allow automatic promotions of teachers.
“We have committed to reviewing the guidelines. Specifically, we are eliminating Job Groups C5 and D2 and merging them with adjacent grades. This restructuring will streamline the promotion process and ensure a more equitable career progression system.” The Commission adds.
Introduction of New Job Groups.
Apart from reviewing the CPG, the Commission has also introduced job groups for teachers who do not wish to take up the administrative positions.

“We have introduced new job groups — T1, T2, and T3 — to create a clear path for teachers who do not hold administrative positions but qualify for promotions beyond Job Group C4.
This initiative allows classroom teachers to rise through the professional ranks without being limited to scarce administrative roles. We no longer wish to peg higher job groups exclusively to administrative duties. This change opens up opportunities in the upper cadres for all deserving teachers based on merit and experience.” TSC has announced.

Step 3: Update Your Profile
-You’ll see a few fields like:
-Email address: Enter your active email (Gmail, Yahoo, etc.)
-Gravatar email: Enter the same email or leave blank
-Phone number: Use your current phone number (e.g., 07xx xxx xxx)
-Then click “Save Profile” before proceeding.
Provide:

Step 5: Declare Your Income, Assets, and Liabilities
-You’ll find three main sections:
A. Income
Include all sources of income, such as:
TSC salary
SACCO dividends
Rental income
Farming, business, or consultancy

Dividends from SACCO — Ksh 60,000 per year
B. Assets
List what you own:

Step 6: Declare Spouse and Dependents
Enter:
Spouse’s name and ID number
Children’s names and ages
If you are single or have no dependents, just select “No dependents” or type “N/A” for Not Applicable.
Step 7: Review Your Declaration
Go through all entries carefully. Ensure:
No section is left blank.
Values are realistic and consistent.
Then click “Preview” to see your full declaration summary.
Step 8: Submit
Click “Submit Declaration”
Wait for the confirmation message , “Declaration submitted successfully.”
You can then download and print a copy for your own records.
The exercise done after every two years is mandatory for all public servants and is aimed to enhance integrity in the public service.
Teachers will be required to declare details of their income, assets and liabilities and that of their dependants.

The exercise runs from 1st November till 31st December 2025. Teachers who fail to participate in this important exercise will face stiff penalties.
Some of the consequences teachers face from employer include show cause and warning letters leading to disciplinary actions, salary stoppage among others.
The Commission secretariat staff and teachers will be required to declare details of their income, assets and liabilities by 31st December 2025.
However intern teachers will be spared from this exercise. TSC carried out virtual sensitization programme before official roll out on 1st November 2025.
“The Commission is obligated to inform, sensitize and mobilize its employees to comply with various legal requirements which include Section 26 and 27 of the Public Ethics Act and Part IV (31) of the Conflict of Interest Act,” TSC said in a memo dates 26th September 2025.
Below are key wealth declaration guidelines previously issued by the Commission.
1) All teachers employed by the Commission are required to declare their Income, Assets, and liabilities including teachers on any kind of leave, Interdiction, Suspension or authorized absence from duty.
2) Intern teachers are not expected to declare their Income, Assets, and Liabilities.
3) Under the Public Officer Ethics Act any Public Officer who fails to submit a declaration or gives false or misleading information will be liable to a fine of Ksh. 1,000,000 or imprisonment for a term not exceeding one year or both upon conviction. Further, such teachers may be subjected to administrative or disciplinary action as per the TSC Administrative Procedures on DIALs.
4) The Declaration can only be accessed by individuals who have activated their official email @mwalimu.tsc.go.ke email address. This will be vital for user credibility, setting, accessing, and resetting individual passwords for the Declaration as applicable.
5) A copy of the submitted declaration will be sent automatically to the teacher’s email for reference and record.
6) Please ensure the information filled is accurate and that teachers press the SUBMIT button before logging out and that you receive a copy of the duly filled DIALs on your email as confirmation of your submission. The Commission will not accept any hard copy of the DIALS forms.
7) All sections of the declaration must be filled appropriately. Incomplete declaration forms will be rejected by the system.
In 2023, TSC listed names of over one hundred thousand teachers after they failed to declare their wealth on time.
In a separate excel sheet the Commission also listed names of teachers who complied by declaring their details of income, assets and liabilities.
In a memo TSC Director of Administrative functions, Ibrahim Mumin, then ordered immediate measures be taken to ensure more teachers declare wealth.
“You are hereby directed to do an aggressive campaign using all relevant modes of communication (e.g Whatsapp platforms, SMS e.t.c) to remind teachers and secretariat staff serving under your jurisdiction to make their submissions and avoid last minute rush when the system will be congested,” said Mumin.
The Commission digitized the wealth declaration exercise. Manual declaration is no longer accepted.
According to Section 26 and 27 of the Public Officer Ethics Act (POEA) all Public Officers are required to declare their income, assets and liabilities every two years.
