TSC set To Promote 5000 Primary School teachers to Secondary Schools

Besides promoting over 5000 primary school teachers to junior secondary schools, the Teachers’ employer recently announced plans to expand promotion scales and raise salaries for senior teachers and masters this year.

From time to time, the Teachers Service Commission (TSC) advertises promotion vacancies for teachers who meet the requirements to apply. This is mainly to motivate teachers to perform their duty with uttermost diligence.

The Commission recently announced its intention to promote 5,000 primary school teachers to secondary schools.

TSC says that this move is to mainly address the huge gaps experienced in the rolling out of the new Competency-Based Curriculum (CBC).

The commission has stated that the new CBC has shifted most of its workload to secondary schools, therefore leaving primary schools with many teachers but less work. Following this, TSC, therefore, says that teachers who will be promoted will be deployed to work in the newly introduced secondary schools that include grades 7, 8, and 9.

However, according to the commission, the promotion will be merit-based with the teachers holding a bachelor’s degree and having a mean grade of C+ (plus) and above are the ones to be considered.

Other qualifications include;

Diploma and Degree in Special Needs Education
Diploma and Degree in Early Childhood Development Education
Diploma in Education (Primary Option)
Diploma in Education, Secondary option
Degree in Education (Secondary option) but lacking C+ at KCSE or C+ in teaching subjects
Before promoting teachers to teach in secondary schools, the following are the things taken into consideration by the commission;

Merit and ability as reflected in the teacher’s work, performance, and results
Seniority and experience as set out in the scheme of service
Vacancy available
Academic and professional qualifications of the teacher
TSC announced that more teachers will be deployed to cater for the double intake expected in 2023, where, the grade six students under CBC will be advancing to Grade 7 while the class six students in the 8-4-4 system will be joining junior secondary.

 

TSC Sets New Promotion Guidelines 2022-2023

The Teachers Service Commission has recently changed promotion guidelines to fit the new curriculum.

In the past, promotions were solely based on the teaching experience of an individual and the performance too. Teachers who recorded high performance in their teaching subjects were promoted to another job group with higher pay or even to be headteachers or principals.

However, after the implementation of the new Competency-Based Curriculum (CBC), things have changed. The following are the new guidelines in order to stand a chance for promotion;

You must be a CBC competent teacher who has undergone all training recommended by TSC.
You must have successfully done the refresher courses which will be soon rolled out by TSC which aims at improving teacher levels of professionalism.

How does TSC practice its teacher promotions?

TSC promotes its teachers based on existing schemes of service i.e the TSC Career Progression Guidelines (CPG) and the Collective Bargaining Agreements (CBAs).

During the promotion, the commission will consider the Appraisal Reports (Teachers Performance and Appraisal Development TPAD) which are submitted after each term.

The commission practices its promotions in three different ways:

Promotion on common cadre establishment
Promotion through Teacher Proficiency Course (TPC)
Promotion through a competitive selection
However, there may be instances where the commission may fail to promote a teacher. These situations include;

If a teacher has not completed two years from the date, he was found guilty following a disciplinary action.
If a teacher has not completed one year from the date he was issued with an administrative warning.
In the new guidelines, TSC has also included that if a teacher is found guilty of violating TSC rules and regulations, then he/she will never stand a chance for promotion. Teachers are therefore encouraged to practice their work with the highest degree of professionalism and discipline.

Inside TSC Plan to Promote Over 7,000 teachers to Administrative Posts to usher in CBC Era in Junior Secondary

TSC Promotions are highly sought after following the monetary incentives that come with it.

During the latest TSC Promotions for the 2021/2022 cycle, a total of 16, 000 teachers were lucky to be promoted to higher job grades/groups.

The latest TSC Promotions News Today indicate that the ministry of education is working around the clock in preparation for the first intake when the pioneers of the Competence Based Curriculum (CBC) will be joining junior secondary schools in January 2023.

The government through the ministry of education has already initiated the construction of over 7000 new schools countrywide for junior secondary schools.

Once the 7, 000 new schools are completed, TSC will promote and deploy a total of 7, 000 qualified and experienced teachers to head these new institutions before January 2023.

This follows after the directive from President Uhuru Kenyatta during mashujaa day celebrations held in Kirinyaga County this year .

The ministry of education has already identified Counties that need extra schools and construction has started.

 

List of Counties that require extra Junior Secondary Schools 2022-2023

Kakamega county tops the list having been given a lion share of new schools. According to the statistics at our disposal, the county has been slotted for 353 new junior secondary schools ahead of admission of the first CBC cohort to secondary schools whereby a total of 597 Classrooms will be Constructed. Kakamega County is followed by Homa bay County which has been given 512 classrooms to be built in 293 new CBC junior secondary schools.

Clinching the list of counties that have prompted MoE to allocate them higher numbers of new CBC junior secondary schools is Bomet County (306 Classrooms) in 232 new Schools.

According the guidelines released by TSC, Factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered while effecting promotions for teachers in 2021. The Commission further adds that the promotions are usually equitably distributed across the 47 counties spread across the 8 regions.

TSC further specifies that all Promotions for teachers are pegged on the new career progression guidelines under the current Collective Bargaining Agreement, CBA 2021-2025 as opposed to the outdated schemes of service propagated by KNUT during the Sossion era.

 

 

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

Chances of being promoted

Even before you get your promotion results, you can speculate on whether you have been lucky or not. One way to do this is by reflecting on how you responded to questions that were asked during the interview.

Secondly, performance at the Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) examinations for the last three years played a key role in determining whether you would be promoted or not.

Numbers of promoted Teachers per County

As expected Kiambu County got the highest number of promoted teachers after recording the highest number of applicants at 1,717. Kisii came in second with 1,673 applicants while Kakamega had 1,488 applicants.
