“The mapping process of primary school teachers who are eligible to teach junior secondary schools is a continuous process and verification of the mapped files is still ongoing to identify more teachers eligible to be posted o JSS,” said Dr. Nancy Macharia.

The latest TSC Qualifications for Deployment to JSS encompass

S/N SELECTION CRITERIA QUALIFICATION DEPLOYMENT CYCLE
1 Highest Education Qualification Bachelor’s Degree in Education(B. Ed) or Diploma in Primary Teacher Education(DPTE) 2023/2024
2 KCSE Mean Grade C+ and above or its equivalent 2023/2024
3 Teaching Subjects At least C+ in the two teaching subjects 2023/2024
4 Number of units At least 8 units in each of the two teaching subjects 2023/2024

TSC is planning to allocate at least two teachers per class for grade seven(61,000 teachers) in order to reduce teacher shortage at grade even to 30, 550.

This move comes at the backdrop of turbulrnt times occassioned by the transition from the former 8-4-4 education system to the new Competency Based Curriculum.

The Ministry of Education has raised concern after more than 200,000 learners failed to appear for Grade 7 admission.

Learners in Grade 7 are the pioneer class of Junior secondary school under the Competency-Based Curriculum, CBC.

The learners are supposed to be in their third week of the Junior secondary following the onset of learning on January 30.

Education CS Ezekiel Machogu said the Ministry will investigate why the students have not been admitted.

“Through the multi-government approach together with our local leaders, we will find out where the learners are,” Machogu said.

The CS was speaking at Kenya School of Tvet on Wednesday.

Some 1.2 million learners sat Grade 6 national assessment exam in November 2022 and their transition to Junior secondary was expected to be 100 per cent.

“So far we have between 900,000 – 1 million learners who have so far been admitted, according to the data we have,” Machagu said.

It remains unclear whether the deficit has been created by learners who have transitioned to class 8, or if they have been enrolled to private schools.

On Monday, Basic Education PS Belio Kipsang revealed that some teachers and parents were colluding to enroll Grade 7 students for KCPE exams for purposes of ensuring they do not learn under the CBC system.

TSC Promotions 2022/2023 News Today; Looming Trouble For TSC Boss Nancy Macharia as the new Education Committee Summons Her Over This

Teachers Service Commission, TSC, leadership is on the scope following the change of guard at the country’s most supreme office- the presidency.

Newly elected legislators who are serving their first term in the education committee have now shifted their wrath on two women leaders who in the past have been accused of humiliating teachers.

The two women leaders may not survive president Ruto’s tenure lest they put an end to the agony that Kenyan teachers are currently experiencing.

These two women leaders are SRC Boss Lyn Mengich and TSC Boss Nancy Macharia.

Recently, Nyali MP Ali Mohammed raised concerns over the management of TSC where he alleged that teachers were being humiliated under the leadership of Dr. Nancy Macharia.

Senators on the under hand are after SRC Boss for mishandling matters if legislators salaries and allowances.

The latest TSC Promotions news reaching us now indicate that TSC Boss and other big wigs in the Commission will be obliged to explain why some of the promotions of teachers have not been dealt with once she heeds the summon.

HOW DO TEACHERS GET PROMOTED BY THE TSC?

Promotion of teachers by TSC is based on existing schemes of Service i.e the TSC Career Progression Guidelines (CPG) and/ or the Collective Bargaining Agreements (CBAs).

The Commission shall in promoting a teacher, consider the Appraisal Reports (Teachers Performance and Appraisal Development TPAD) submitted on termly basis.

Promotion of teachers is done in three different ways:

Promotion on common cadre establishment

Promotion through Teacher Proficiency Course (TPC)

Promotion through competitive selection

Promotion on common cadre establishment

This applies to a category of teachers who may move from one job group to another without the need for a competitive selection process or availability of vacancies, provided they meet the minimum qualifications for the grade.

This involves teachers in Job Group J (C1), K (C2) and L (C3). Promotion from Job Group J to K and K to L is done after three years satisfactory performance.

To get the common cadre promotion, all you need to do is to fill the TSC promotion form.

Read more news on the new teachers’ job groups, qualifications and responsibilities here.

In considering the promotion of a teacher under the common cadre establishment, TSC considers the following minimum conditions:

period of time served by the teacher in a given grade (Usually 3 years);

validity of the teachers’ teaching certificate; and

the teacher’s performance of duty.

Promotion through Teacher Proficiency Course (TPC)

This type of TSC promotion covers non-graduate teachers in Job Groups G (B5) and H (C1), who must undertake a Teacher Proficiency Course. This has since become defunct.

Promotion through competitive selection

Promotion of teachers to Job Groups M (C4), N (C5), P (D1), Q (D2) and R (D3) is done through competitive selection. The Commission usually advertises for these vacancies after some time (subject to availability of funds). Interested and qualified applicants are then supposed to apply through the TSC online portal.

Shortlisting of applicants is done at the TSC headquarters. Names of shortlisted candidates for Job Groups M and N and guidelines are then forwarded to County Directors and Regional Coordinators who conduct the interviews at the county and Regional Levels; respectively.

In the latest TSC guidelines, appointment and deployment of of all primary school institutional administrators and all institutional administrators for county, sub county and day (secondary) schools are to be coordinated by the Regional Coordinator.

The regional selection panel shall have the regional director (who shall be the chair), the host county director (secretary), the host county Human Resource Officer and all other county directors from the region.

Similarly, the county selection committee shall be composed of: the county director (chairperson), host sub county director (secretary), the county Human Resource Officer and all other sub county directors from the county.

This announcement follows a statement by President William Ruto that the promotions reflect the government’s commitment to improving teacher welfare.

Speaking at Nakuru State House after hosting a State Gala for winners of the 95th Kenya Music Festival, the Head of State said that funds have been allocated to support the process.

“In this financial year, we have provided for the promotion of 5,000 teachers directly and 36,000 teachers indirectly. We have allocated Sh1 billion to facilitate this process. We must ensure we promote those teachers who excel in their line of duty,” Ruto said.

The president directed that priority should be given to teachers who have been involved in training students in drama and music.

“I want to recommend that teachers who have scripted, trained, and directed students to the festival should join those to be promoted in the cycle. Those who have excelled have gone beyond the call of duty.”

NB: – Candidates in Asal and Hard-to-staff counties who have served in the current grade for at least 2 years are eligible.

Candidates who are successful in the interviews shall be required to present valid Chapter 6 documents before they are appointed
