Once a beneficiary has completed repaying the loan, he/she is issued a <strong>Certificate of Clearance</strong>. This service is not charged.</p>

<p><strong>RELIEF AS HELB DROPS THE KSH 1, 000 HELB COMPLIANCE CERTIFICATE FEE; HELB NEWS</strong></p>
<p>The Higher Education Loans Board has officially waived the Ksh. 1000 HELB Compliance Certificate fee for all non-beneficiaries.</p>
<p><strong>This comes as a relief especially for individuals who never benefitted from the HELB loans and would like to seek administrative positions.</strong></p>
<p>According to Chapter six of the Constitution, all individuals seeking administrative posts must produce evidence of HELB compliance which can only be proved by obtaining a HELB compliance certificate at Ksh. 1000.</p>
<p>For instance, all teachers seeking promotions to administrative posts in Kenyan schools must among other requirements submit a HELB compliance certificate for consideration.</p>
<p><strong>HELB COMPLIANCE CERTIFICATE FEE</strong></p>
<p>According to a public notice issued on Thursday by the HELB CEO Charles Ringera, the HELB compliance fee was found to be punitive especially to the unemployed youth who never benefitted from the HELB student loans.</p>
<p>“HELB has been issuing compliance certificates to non-beneficiaries of student loans at a fee of Ksh. 1000 to defray the cost of the certificate and other administrative expenses,” read the notice in part.</p>
<p>Mr. Ringera said that the board after numerous consultations with relevant stakeholders overruled the cost citing three reasons: unemployment and under-employment challenges, slow economic growth, and the escalating cost of living and retrenchment that have affected all the sectors following the spread of the novel coronavirus.</p>
<p>“Given the foregoing issues raised by Kenyans, HELB has stopped charging Ksh 1000 for issuance of compliance certificate with effect from July 15, 2020,” added Mr. Ringera.</p>
<p>He said that the move is aimed at motivating the Kenyan Youth to seek jobs and actively participate in the process of building the nation.</p>
<p>The move is also aimed at establishing goodwill and promoting HELB loan products among Kenyans.</p>
<p><strong>JOBS</strong></p>
<p>The HELB compliance certificate is a mandatory requirement for persons applying for public jobs as contained in Chapter six of the Constitution on leadership and Integrity.</p>
<p>It enables employers to assess employees in terms of creditworthiness, integrity and social responsibility.</p>
<p>Apart from HELB, job seekers are also required to get compliance certificates from the Kenya Revenue Authority, KRA, and the Ethics and Anti- Corruption Commission, EACC.</p>
<p>Other job requirements include a certificate of Good Conduct from the Directorate of Criminal Investigations, DCI, and a letter from the Credit Reference Bureau, CRB showing that the job seeker does not owe any financial institution money.</p>
