ONLINE DECLARATION OF 2023/2025 INCOME, ASSETS AND LIABILITIES (DIALs)

1.0 Procedures

All State and Public Officers are required to Declare their Income, Assets and Liabilities (DIAL) every two years in line with Section 31 of the Conflict Of Interest Act.

In this regard, all TSC Teachers are expected to fill the Declaration by 31st December, 2025,

In addition, Teachers who have been employed for less than two years are required to make and submit their Initial declaration while Teachers who exit service shall make and submit their final declaration.

In this regard, all TSC Teachers are expected to fill the Declaration by December, 2025.

2.0 Mode of Declaration

All teachers are required to use the Online Portalhttps://teachersonline.tsc.go.ke. to submit their 2023/2025 Declarations by following the prompts outlined in the DIALS Instruction Manual.

Please note that you can fill your Declaration using a desktop computer, a laptop, a tablet or smart phone.

The Commission will not accept any hard copy of the DIALs forms.

3.0 Statement Date

The Statement Date for the 2023/2025 declaration shall be November 2025, this means that the Declaration should cover the period November 2023 to 31st October 2025 both dates inclusive.

The system will be opened with effect from November 2025 and automatically close on 3F December 2025 at 12.00 midnight. Any submission made after this will not go through.

4.0 Monitoring of the Declaration

4.1 All Heads of Institutions are required to update the TMIS records for their respective schools by 29th October 2025 in order to enhance efficiency and accountability of the DIALs process.

4.2 All Heads of Institutions are also required to monitor the declaration process/ progress in their respective areas of jurisdiction and report on non-compliance as reflected in Part B in the DIALs Instruction Manual by 31st December 2025.

A preliminary report will be expected by F December 2025 indicating non-compliant teachers and probable reasons for non-compliance.

4.3 All Directors, Regional Directors, County Directors and TSC Sub County Directors should ensure that the contents of this Circular are disseminated to all Heads of Institutions who will in turn alert Teachers serving under them to provide evidence to Director Administrative Services by 19th December 2025 for accountability purposes.

5.0 Further Information

5.1 All teachers serving under TSC are required to declare their Income, Assets Liabilities.

This Will include Teachers on any kind of leave or secondment, under disciplinary such as interdictions, suspensions and those on overseas assignment or authorized absence from duty.

Interns need not declare their income, assists and liabilities.

5.2 All teachers are required to provide information on any material change in, or changes affecting any of the categories of income, assets or liabilities in the schedule of mandatory declarations that have occurred within the two-year period prior to the declaration.

“material change” means

  • at least twenty-five percent increase or decrease in the value of an income, asset or liability;
  • the disposal or acquisition of an asset or liability;
  • changes in marital status;
  • appointment to or changes in directorships;
  • changes in membership in companies or partnerships and other legal entities howsoever established; or
  • changes in membership in social associations, societies, clubs, foundations or trusts.

5.3 Any teacher who submits information that the they know, or ought to know, is false or misleading, commits an offence and shall be liable upon conviction.

Further, such staff will be subjected to administrative or disciplinary action as per the TSC Administrative Procedures on DIAL.

5.4 It is mandatory for all teachers to have an official email address which will be vital for setting, accessing and resetting individual passwords for the Declaration as applicable.

5.5 All teachers are to ensure that:

  1. The information filled in is accurate.
  2. All Sections of the declaration are duly filled. Incomplete declaration forms will be rejected by the system.
  3. They press the SuBMIT button before they finally log out.
  4. They have a Witness who should fill in details appropriately-sec witness and or inaccurate information in respect to a witness is unacceptable.
  5. That they receive a Copy Of the duly filled DIALS on their email as confirmation of submission.

All teachers are encouraged to make their Declarations early to avoid last minute rush as that may lead to system congestion or downtime.
